Job description
Seeking a senior environmental permit officer to coach colleagues, ensure quality, and manage complex permit applications within the Environmental Permits team. The role involves guiding professional development and contributing to process improvements.
Project overview
Due to the DBA Act (Deregulation Assessment of Employment Relationships), it is not possible to invoice as a self-employed person for this assignment. Matchd offers various types of employment contracts. We are happy to discuss this with you to determine which employment contract best suits your wishes and situation. Feel free to contact us for more information and an explanation of the possibilities.
Department
Within the Permits team, we are looking for a senior permit officer who not only handles complex applications but also fulfills a connecting and coordinating role within the Environmental Permits cluster. Someone who maintains an overview, guarantees quality, guides colleagues, and, together with other seniors, provides direction for the further development of the team.
Working for Safety, Permits, Supervision, and Enforcement (VTH) means working every day on the sense of security and liveability for our residents. Here, permit officers issue permits, BOA officers supervise public spaces, and supervisors inspect new and existing buildings. We enforce laws, create integrated safety policies, and as one team, handle crisis management. All for a safe and liveable Leidschendam-Voorburg!
Assignment
The coach/senior permit officer is hired to strengthen the continuity and quality of permit issuance within the team. The coaching role is central: the senior guides colleagues with complex issues, actively shares knowledge, and stimulates their professional development. By providing targeted support to employees, promoting reflection, and encouraging a uniform working method, the senior increases independence and professional competence within the Environmental Permits cluster.
Drawing on extensive experience with large, complex, and multidisciplinary projects, the senior brings overview, structure, and coherence. The senior advises on complex environmental permits, directs integrated advice, and monitors the quality and progress of decision-making. Where necessary, clear priorities are set and decisions are made, so that files are processed on time, carefully, and with legal validity.
The senior is the substantive point of contact for colleagues and takes responsibility for the collective result. With a coaching and connecting style, employees are challenged to find solutions themselves, while the senior remains available for direction, deepening knowledge, and decision-making. This creates a learning environment where knowledge is shared and quality is sustainably guaranteed.
For politically sensitive dossiers, the senior acts with political-administrative sensitivity and environmental awareness. The senior recognizes diverse interests, understands administrative relationships, and communicates carefully with initiators, administrators, management, and external partners. Risks are identified in a timely manner, interests are clearly weighed, and advice is presented convincingly and appropriately for the administrative context.
In addition to the coaching and coordinating role, the senior handles extensive and complex permit applications themselves. Together with the team leader, quality officer, and other seniors, direction is given to process improvement, quality development, and the further professionalization of the cluster, with collaboration, ownership, and results orientation at the core.
Activities:
The hired coach will make a demonstrable contribution to the development of colleagues within the Permits team during the assignment.
6 months - 36 hours - 1.00 FTE
Profile of the suited interim professional:
- Deliver a Plan of Approach with learning objectives within four weeks;
- Organize weekly or bi-weekly coaching and learning consultations;
- Provide practical guidance and advice based on case studies;
- Transfer subject-matter expertise through coaching where necessary;
- Deliver periodic progress reports.
- Completed education at a minimum HBO bachelor level in a construction-related field;
- Demonstrably possesses ABW 1 and ABW 2 diplomas;
- Minimum 5 years of demonstrable work experience as a senior permit officer and experience with complex and multiple permit applications;
- Minimum 2 years of demonstrable experience in guiding, coaching, and developing employees within permit issuance, VTH, or a comparable field;
- Demonstrable work experience in the past 6 years with the application of the Environmental Act and related laws and regulations in handling complex environmental permits;
- Demonstrable work experience in the past 6 years with CLO (Centric Leefomgeving);
- Minimum 2 years of demonstrable work experience in the past 5 years with coordinating complex permit procedures and/or multidisciplinary projects, involving coordination with various internal and external stakeholders;
- Demonstrable work experience in advising on politically and administratively sensitive dossiers within a municipal organization, where interests were weighed and decision-making was supported.
