Job description
The Norwegian Customs is seeking a consultant to drive and advise on the development of a governance model for agile digital development within cross-functional teams. This role involves analysis, workshop facilitation, and delivering concrete outputs related to portfolio management and agile development.
Project overview
The Norwegian Customs' societal mission is to control goods entering and leaving Norway, and to ensure that laws and regulations for cross-border goods transport are complied with. This contributes to Norway being a sustainable, safe, and fair country for citizens and businesses, well-facilitated for international trade.
The Norwegian Customs works to make it easy and efficient to comply with laws and regulations for cross-border goods transport. At the same time, we must create a high perceived risk of detection for those who nevertheless consider smuggling, and we must detect as many smugglers as possible. The Norwegian Customs also supports a number of collaborating authorities, acting as the state's representative where goods cross the border.
The volume of goods crossing the border is large, and the volume has increased over many years. The Norwegian Customs is dependent on digitizing processes to handle the volume and ensure harmonization with EU regulations. One goal is to offer the most efficient and seamless border crossing possible, where goods are released automatically, and where there is no need for control or manual processing.
The Norwegian Customs' IT division plays a key role in the development of the future Norwegian Customs. The goal is to establish good support tools to best solve the societal mission, and thereby further develop and streamline the agency. The IT division is the agency's line organization that carries out necessary change activities to achieve and realize planned effects/benefits.
Description of the assignment
In January 2025, the mandate for investigating the governance and organization of development work in the Norwegian Customs was decided. The mandate outlines three deliveries for how the governance of development work in the Norwegian Customs can be improved:
a) Holistic plan to ensure good implementation, commissioning, and benefit tracking of deliveries from the Digitization Program (IE project)
b) Organization and governance of development work (governance model for portfolio management)
c) Agile development in cross-functional teams
The three deliveries are carried out as independent projects but should be viewed in conjunction. This assignment builds on the current situation analysis prepared for sub-area c, and concerns the further work of developing a governance model for agile digital development in cross-functional teams.
The assignment should simultaneously ensure that this work is closely linked to sub-area b, so that agile development is incorporated into the agency's overall governance model, including the governance of development initiatives.
For this work, the Norwegian Customs is seeking a consultant in the role of project/process driver who has documented experience and competence from similar analysis/investigation work in other organizations, preferably within the public sector. In addition to being a project/process driver, the consultant shall also act as an advisor to the working group/project, prepare and conduct workshops/working meetings and analyses, and be able to deliver concrete deliverables within the working group's/project's mandate.
Education:
- Higher relevant education from college/university
