Assignment Description

Danderyd Municipality needs to strengthen the municipal archive's regular staff with a consultant who has expertise and experience in procuring IT systems and e-archives for the upcoming re-tendering of the municipality's joint e-archive agreement.

The assignment consists partly of leading the work to produce a feasibility study for the future e-archive in Danderyd Municipality, and partly of developing a requirements specification together with the municipal archive, which can be used for an upcoming procurement.

As part of Danderyd Municipality's current agreement for the present joint e-archive expiring next year, a feasibility study for a new e-archive needs to be produced. The feasibility study should build upon our needs analysis and clarify how the municipality should proceed to meet the identified needs for a joint e-archive. This includes, for example, conducting an in-depth analysis of the overall needs highlighted in the needs analysis and investigating which procurement method is most suitable.

The assignment also involves developing a detailed requirements specification for a future joint e-archive that meets the needs clarified by both the needs analysis and the aforementioned feasibility study. The intention is that this requirements specification will then form the basis for the upcoming procurement. Since we currently do not know how the needs will be met, it is reasonable for this part of the consultancy assignment to be carried out after the feasibility study is completed.

We estimate that the assignment requires a resource consultant at 50% of a full-time position to carry out the assignment described above.

The assignment is expected to last for one month.

Delivery Requirements

The delivery requirements consist of delivering two well-developed documents: Feasibility Study for New Municipal Joint E-Archive Requirements Specification for New Municipal Joint E-Archive Both these documents are to be produced together with the municipal archive's regular staff. This means that the municipal archive staff will have influence over the design of the documents, but the consultant will be the leading and driving force in this work and the one ultimately responsible for drafting the documents.

Role

The provider shall supply a consultant with experience and expertise in the procurement of IT systems and e-archives.

Expected Outcome

In addition, the consultant is expected to divide their working time so that half of the work is carried out on-site at Danderyd Municipality.

Project Organization

The consultant will report to the municipal archivists, who in turn report to the head of administration. No major project organization is necessary for this assignment.

Documentation Requirements

The consultant is responsible for preparing the necessary project documentation on an ongoing basis and handing it over to the contact person.

Handling of Personal Data

It is not excluded that personal data will be handled within the assignment, but in such cases, it will be harmless data such as names, contact details, and similar.

• The offered consultant must have experience with similar assignments to ours and meet the requirements of competence level 3.
• At least 4 years of experience as a consultant working with requirements setting and procurement of IT systems for the public sector.
• Experience in e-archive work.
• Education as a specialist in IT, systems science, archival science, or other relevant education for the assignment.
• The offered consultant must have experience from the municipal sector.
• Reference Assignments: Experience must be proven through two reference assignments with, for example, the following content:
• The name and type of assignment, scope, and value of the assignment.
• Name(s) of consultant(s) who carried out the assignment.
• Description of the assignment's planning, execution, results, and follow-up. Also state the timing of the assignment. Start and end dates.
• Contact Information for Reference Person: Contact details for at least one reference person for the offered consultant must be provided, along with information about the reference person's role.
• Implementation Plan: An implementation plan with a proposal on how the consultancy assignment should be carried out must be included for the offered consultant.
• Price: The offered consultant must submit a cost proposal, price per hour excluding VAT.
