Project overview

Background

Statens vegvesen needs to continue and strengthen development capacity within Digital Professional Systems in Authority and Regulation. The assignment includes development, management, and further development of central authority systems that support regulatory compliance, exercise of authority, case processing, and reporting. The solutions have been established over several years and encompass extensive professional knowledge, system architecture, integrations, and work processes.

To ensure continuity and delivery capacity, and to reduce risk, a development team is needed that can quickly contribute to ongoing management and further development. Long ramp-up times and extensive training needs could impact progress.

Emphasis will therefore be placed on documented experience with the relevant or equivalent solutions, technologies, and work processes, as well as the ability to contribute operationally from the start. Existing solution expertise and continuity in ongoing deliveries will be relevant in the assessment. The goal of the procurement is to ensure further development and stable management of the digital professional systems.

Brief description of the assistance and the Client's needs

Statens vegvesen will further develop the professional systems in Authority and Regulation. The project is carried out with agile methodology and has close dialogue with professional resources, own interaction designers, and engaged product owners.

It is assumed that the offered resource has in-depth knowledge of the BRUTUS application (bridge management). It is expected that the offered resource is proactive and works closely with the product owner, interaction designers, and test resources to create the best possible solution.

Responsibilities

• The project uses SVV's OpenShift platform for continuous deliveries – the project will largely manage its own deployment frequency, and we aim to minimize "time to market" to ensure rapid feedback and early detection of errors in code and solutions.
• Experience with OpenShift platforms and a commitment to "DevOps" will be emphasized.
• The solution is planned for continuous deployment once sufficient business value has been achieved.
• To the extent the Client wishes, the Consultant shall also participate in other related activities.
• The Consultant shall be part of a multidisciplinary team.

Requirements

Start date: 10.12.2026 (as soon as possible after this date)

• General good competence in Java and frontend/React development
• Competence and experience with universal design.
• Experience with Bitbucket, React, JIRA, and Slack
• Competence and experience from deployment in continuous deliveries.
• Experience with agile project execution and multidisciplinary teams.
• Experience with Statens vegvesen's OpenShift platform
• In-depth knowledge of MVC
