Job description
As Director of Data Modeling, you will bring together internal and external stakeholders for the setup and management of the Provincial Data Model (PGM). You will represent the Province of South Holland in the inter-provincial Data Management working group.
Project overview
As Director of Data Modeling, you will bring together internal and external stakeholders for the setup and management of the Provincial Data Model (PGM). You will participate in the Data Office on behalf of the Data Modeling and Design knowledge area and represent the Province of South Holland in the inter-provincial Data Management working group.
You understand how data modeling relates to other knowledge areas from DAMA DMBOK, such as data warehousing, metadata management, and data architecture. You oversee both the technical operation of the PGM and its application within the organization, as well as its functional application within data domains. You are a discussion partner for stakeholders regarding data modeling.
Within the Information Transition program, you will ensure coherence between information in different systems. You will create conceptual information models and, in consultation with the Director of Metadata, stimulate the development of the new metadata schema.
The assignments for Information & Automation (I&A) are constantly challenged by external changes and internal needs and expectations. I&A, together with provincial users and partners, makes choices to maintain the delicate balance between available resources, meeting needs, renewal, and innovation.
The province of South Holland has a Microsoft environment and a virtualized desktop environment. The BI team is part of one of the Information & Automation assignments. The team is responsible for data management, data unlocking, functional and technical management, and the development of BI applications. The team also provides advice on business operations data, creates information products, and performs data analysis. It supports the primary tasks of the province: policy making and execution.
The Information & Automation department of the province of South Holland needs the deployment of an external candidate for the Director of Data Modeling assignment.

- Minimum five (5) years of demonstrable work experience with Data Modeling in developing an organization-wide data model
- Minimum two (2) years of demonstrable work experience within a provincial organization or a comparable administrative organization
- Minimum two (2) years of demonstrable work experience with UML modeling, in Sparx Enterprise Architect
- Minimum two (2) years of demonstrable work experience with developing Metadata Schemas, based on MDTO
- DAMA Certified Data Management Professional certified. (Note: the certificate must be attached to the quality application form, DOS-2026-0004833).
- Dutch language: All data exchange, work, and correspondence during the procedure of this request and during the execution of the assignment will take place in Dutch, unless explicitly stated otherwise.
- Declaration of Conduct (VOGnp): In the event that the contract is awarded, the tenderer will provide a VOG from the candidate via the tendering platform within four (4) weeks after the final award.
- Mandatory training in case of a PZH email account and access to PZH systems: Successfully completing the training designated by the Client is an integral part of this agreement. This obligation relates to the requirements set by the Client for secure access to and use of its systems, data, and information. This applies to hired employees who have a PZH email account and access to PZH systems. The hired employee must complete the training within one (1) month after starting the work with a positive result.
