Assignment Description

Municipality of Voorschoten is in a phase of organizational development and further professionalization. Within the Operations department, Team Core Support, there is a temporary need for additional capacity and senior financial expertise. As Director of Finance, you are responsible for directing the municipal Planning & Control cycle and coordinating the creation of important financial products, including the framework note, budget, management reports, and annual accounts.

You monitor the coherence, planning, and quality of these products and ensure that financial information is reliable and usable for administrative decision-making. You also advise the administration, management, and executives on complex financial and financial-strategic issues. You make financial risks, opportunities, and consequences of policy choices transparent and translate them into concrete advice. You also contribute to the development and updating of financial policy, regulations, and frameworks, with attention to relevant laws and regulations, including the BBV.

You contribute to improvements in financial processes and support financial advisors and budget holders in carrying out their work. You fulfill an organization-wide advisory and steering role, work under the responsibility of the department manager, and are granted a high degree of independence within the agreed-upon tasks.

Assignment details

• Direct and coordinate the municipal Planning & Control cycle.
• Monitor the timely, integral, and high-quality delivery of the framework note, budget, management reports, and annual accounts.
• Advise the administration, management, and executives on complex financial issues and administrative choices.
• Make financial risks, opportunities, and policy consequences transparent.
• Develop and update financial policy, financial frameworks, and regulations.
• Realize improvements in financial processes and financial steering.
• Support and strengthen financial advisors and budget holders.
• Coordinate alignment between involved departments and stakeholders.
• Demonstrable completed education at a minimum HBO bachelor's level, in the direction of Business Economics, Finance & Control, Accountancy, Public Administration, or a comparable relevant field.
• Minimum 3 years of demonstrable work experience in the past 7 years in a senior financial advisory, steering, or coordination role within a municipal organization.
• Demonstrable work experience in coordinating and/or directing municipal Planning & Control products, including at least the budget, management reports, and annual accounts.
• Demonstrable work experience with municipal finance and the Budget and Accountability Decree (BBV).

Competencies

• Demonstrable work experience in the past 5 years within a municipal organization with the substantive direction and/or coordination of the integral Planning & Control cycle, where the candidate was involved in at least the framework note, budget, management reports, and annual accounts (30 points);
• Demonstrable work experience in the past 5 years within a municipal organization with advising management, executives, and/or the municipal executive board on complex financial and financial-strategic issues and the financial consequences of administrative choices (25 points);
• Demonstrable work experience in the past 5 years within a municipal organization with developing and/or updating financial policy, financial frameworks, or regulations AND realizing improvements in financial processes or the Planning & Control cycle (25 points);
• Demonstrable work experience in the past 5 years within a municipal organization with directing financial processes from a non-hierarchical position, involving coordination with multiple stakeholders such as financial advisors, budget holders, management, executives, and/or the administration (20 points).
