Job description

The Immigration and Naturalisation Service (IND) is seeking an experienced Employability Coach for 28-32 hours per week to support managers and employees in complex long-term absence cases, focusing on the Wet verbetering Poortwachter (WvP) and reintegration processes.

Project overview

Department and Function Description

Reducing sickness absence has high priority within the IND. The process and procedures from the Wet verbetering Poortwachter (WvP) demand a lot from managers. The IND's Asylum and Protection Directorate (A&B) therefore wants to better support managers in guiding absent employees.

Within the IND, we use the self-management model, where the manager also acts as a case manager for absence. The basic support for the manager is provided by the (account) advisors of the Human & Organisation (M&O) department. For complex cases where medical complaints are combined with non-medical problems, the employability coach provides additional support to managers, employees, and M&O (account) advisors in their tasks within the framework of the WvP and acts as a specialist point of contact.

The employability coach is actively and directly involved in complex absence, makes proposals, and advises the manager and employee or other stakeholders to promote the reintegration process. The direct involvement of the employability coach is specifically demonstrated by personally guiding and coaching employees on the non-medical aspects that can complicate absence. For the extra support of managers and employees of the A&B directorate, we are temporarily looking for an experienced employability coach (28 – 32 hours per week).

It is important that you seek collaboration with other absence experts and take decisive action in situations that get stuck. You combine your substantive knowledge of WVP and second-track guidance with a practical, people-oriented approach. The position will be housed within the Operations Directorate, M&O department, Sustainable Employability team, where two permanent employability coaches are already part of it.

What will you do?

The role and tasks of the employability coach broadly include the following:

NB:

Contacts

  • You support the line managers of the IND's A&B directorate and the M&O (account) advisors in complex long-term absence cases. You help analyse complex absence cases, advise, coach, and guide the manager in the tasks they must perform within the framework of absence management (Wet verbetering Poortwachter). You make the steps to be taken concrete for the manager.
  • You provide solicited and unsolicited advice on the deployment of the right expertise for the employee's recovery and return to work. You do this in multidisciplinary collaboration with at least the M&O advisor. Other absence experts may also be involved in complex absence cases, such as Reintegration Advisor, Occupational Health Expert, Company Social Worker (BMW), Second Track Agency, Expertise Bureau, and UWV.
  • You can collaborate well with other absence experts both within and outside the organisation. You proactively seek collaboration.
  • You participate in the A&B Absence Consultation. Together with the M&O advisor and Reintegration Advisor, you provide advice that managers can use. You maintain contact with the manager in the meantime to check whether the right actions have been initiated and followed up.
  • You ensure progress in stuck situations by proactively taking the lead in collaboration with the M&O advisor and Reintegration advisor. You do not wait for a manager or employee to take action themselves.
  • You support and guide employees in their absence process. You advise, coach, and guide the employee in their return to work. You make the steps to be taken concrete for the employee. NB: Employees participate in a process with the employability coach on a voluntary basis.
  • You guide and provide practical support to employees who cannot return to their own work temporarily or permanently, to a suitable position within or outside the organisation. For this, you have an extensive network outside the organisation and quickly create a network within the IND organisation.
  • You guide and provide practical support to employees who need help in dealing with resistance and/or for behavioural change necessary for good functioning.
  • You have a signalling role towards line managers and M&O (account) advisors when absence increases. You dare to take decisive action and escalate when employees or managers do not comply with agreements or if a process gets stuck due to a lack of action or cooperation.
  • You identify structural bottlenecks in both individual files and at the organisational level and propose your improvements.
  • As an employability coach, you also spend part of your time – in collaboration with the IND Academy and O&P Rijk – increasing the knowledge and skills of the line management of the A&B directorate, so they can better fulfil their role as case manager in the Wet verbetering Poortwachter. Both the 'hard' side (getting and keeping the absence file in order) and the 'soft' side (maintaining good and constructive contact with the absent employee).
  • The employability coach does not have the mandate to make decisions regarding the employee's reintegration. That authority remains exclusively reserved for the employee's direct supervisor (case manager).
  • Confidentiality regarding the AVG (GDPR) rules is guaranteed based on the Government Integrity Code of Conduct and the IND privacy statement for employees. The employability coach does not have access to the employee's medical file. No special personal data is included in reports etc. when processing conversations.
  • Informs and coordinates with coached employees and their managers, colleagues within M&O, advisors from O&P Rijk in various disciplines such as labour law, company care, occupational health experts. And with external parties such as UWV, occupational health experts, and second-track advisors.
