Project overview

Project: Buyer Project Services (Purchasing Project and Field Services, Elia Transmission Belgium)

Responsibilities

• Develop and execute category, tender and sourcing strategies for outsourced project services
• Act as a trusted commercial partner: challenge requirements, guide supplier selection, negotiation and award
• Build supplier relationships and follow up projects, contracts and performance (scope, budgets, changes, claims)
• Manage commercial, contractual, operational and supplier risks with mitigation and corrective actions
• Ensure accurate contract implementation and follow-up in ERP and contract management tools
• Improve transparency and efficiency through data, reporting and practical automation

Requirements

Non-EU candidates must hold a work permit and a valid residence permit for Belgium.

• Master degree and relevant experience in procurement, commercial or contract management (outsourced, consultancy or engineering services preferred)
• Experience with public procurement, outsourced studies or supplier performance management is an asset
• Very good command of Dutch or French (Dutch preferred), professional level of English
• Ability to manage multiple projects, contracts and deadlines; strong analytical, commercial and negotiation skills
• Autonomous problem solver; interest in reporting and automation with Excel or low-code tools (no programming required)

Brussels, Belgium (Elia Monnoyer office, Brussels/Schaerbeek), Hybrid, 2 to 3 home-working days per week, 60% remote

As Buyer Project Services you are responsible for a portfolio of service categories with an annual expenditure of several tens of millions of euros, focusing on the procurement and commercial management of outsourced project activities such as technical and environmental studies, engineering and consultancy services.
