Project overview

The Directorate Organization, Business Operations and Personnel (OBP) is ultimately responsible for the delivery of business operations services to the core department and to a number of non-core services of VWS. The functional management of business applications within OBP/Information Provisioning is assigned to the I-team. The management and further development of Marjolein are assigned to a DevOps team managed by SSC-ICT, a shared service organization under the Ministry of the Interior and Kingdom Relations. VWS provides staffing for the Marjolein DevOps team at SSC-ICT.

The VWS FileNet environment is based on IBM FileNet P8, Content Navigator, Case Manager with Case Builder, Case Analyzer, Watson, and WebSphere. The underlying database uses MS SQL Server and Transact-SQL. The programming languages used are Java EE8, JavaScript (MVC framework Dojo) with HTML, CSS, JavaBeans, POJOs, JSPs, and web services.

For development, work is carried out within the standards applicable to the Dutch central government for software security, privacy protection, and accessibility for visually impaired employees ('accessibility'). User-friendliness, performance, and access via mobile devices ('responsive web design') must meet current market standards.

To make management and maintenance as simple as possible, efforts are made to apply as much functionality as possible from the generic ECM application and to limit application-specific functionality to a minimum. Furthermore, the aim is to realize as much functionality as possible with the standard capabilities offered by the FileNet suite. Only where desired functionality cannot be configured or cannot be configured efficiently with the standard software, Java (backend) and JavaScript (frontend) may be used within the IBM standards.

Assignment description

The assignment concerns the development of VWS's ECM system and the setup of its Record Management (RMA) component. Advising on the use and configuration of new workflows for RMA, among other things, is also part of the assignment. The management and maintenance of the FileNet solution, including maintenance of the Java/JavaScript programming, is also part of the task package.

The FileNet developer is part of a DevOps team, attends scrum meetings, and provides input for the product backlog, sprint planning, reviews, etc. Collaboration and collegial sparring play a crucial role in this.

For the activities described here, VWS is looking for an experienced candidate with good, recent knowledge of IBM FileNet P8, Content Navigator, Case Manager, BAW, SQL Server, and Java/JavaScript. Good communication skills are essential.

Requirements

1 Candidate possesses a minimum WO work and thinking level.

2 Candidate has at least 3 years of work experience developing components in IBM FileNet and/or IBM Case Manager.

Desirables

1 Degree to which the candidate has experience working in an Agile / DevOps environment focused on Continuous Integration and Continuous Delivery (CI/CD), particularly knowledge and experience with Agile Scrum, DevOps, GIT, Jenkins, Nexus / Maven / Ant, Groovy, and SQL.

2 Degree to which the candidate has experience and/or knowledge of Java(Script) and DOJO.

3 Degree to which the candidate possesses the required competencies and skills (verifiable in CV, motivation, and/or possible interview).

4 Degree of experience and/or affinity with the client's organization.
