Assignment description
KOOP is looking for a Full Stack Developer for the DevOps team to rebuild Official Electronic Publications (OEP), where a chain of complex applications is being rebuilt according to modern architecture. As a Full Stack Developer, you will develop end-to-end features: from frontend to backend and from idea to production. You will work closely with other developers, architects, and the product owner, take ownership of your work, and actively contribute to solutions, prioritization, and the order of tasks. Empathy, decisiveness, and adaptability are important.
You are also technically proficient: you have solid knowledge of software architecture, frameworks, CI/CD, security, performance, and scalability. You are skilled in frontend development with HTML, CSS, TypeScript, and Next.js, and in backend development with Java and Spring Boot. You can explain and justify architectural choices, contribute to the long-term vision, and consciously weigh speed, quality, and maintainability. KOOP works according to agile and SAFe principles. The team works in two-week sprints, with priorities set based on ongoing epics and features, in consultation with the product owner.
As a developer, you are involved in the entire process, from idea to putting software into production and managing it.
Background of the assignment
The Knowledge and Exploitation Center for Official Government Publications (KOOP) is responsible for the daily publication of government information in the Netherlands. With our publication services, we enable the entire Dutch government to publish official government information. These can be found on the portal officielebekendmakingen.nl. We have started rebuilding and securing the entire Official Publications chain for the next 10 years. A project team, including a scrum team, has been established for this purpose.
Within the mentioned scrum team, there is a need for a Full Stack Developer to develop the applications to be rebuilt based on features, user stories, and specifications. KOOP uses the SAFe methodology; we assume the candidate is familiar with this and will adhere to it. The project is in the realization phase, working with defined stories. KOOP wants to implement improvements to elevate both the quality of the software and the quality of the development process to a higher level. By using the Agile development methodology, KOOP wants to fulfill an important prerequisite for this.
Being able to collaborate well within a multidisciplinary Scrum team and experience working in an Agile environment are important requirements.

Experience with full stack development of complex, manageable applications in Java/Spring Boot and TypeScript from architecture to realization (5 years).
Experience with developing new applications (not just further development) and their automated deployment to a Kubernetes environment via CI/CD (5 years). Experience working in a multidisciplinary Scrum team according to SAFe/Agile with attention to quality, collaboration, and delivering features (3 years). End-to-end (https://gitdocumentatielogiusnl/publicatie/api/adr/) is a plus. Experience developing a workflow system is a plus. Good experience with React is a plus.

Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are your own responsibility.
