Configuration & Regulations: Translating EASA guidelines and national legislation into parameters, settings, authorization models, workflows, and (multilingual) templates/reports in Jasper Server. Release & Patch Management: Coordinating and executing bi-monthly OS/DB patches (including re-encryption of the Medical environment), preparing installation guides, and guiding EMPIC software upgrades. Testing: Preparing and executing functional tests, regression tests, and guiding Key Users in User Acceptance Tests (UAT) via Confluence.

Security & Authorizations: Managing the authorization structure, performing periodic audits, and supporting security processes/pentests. Background of the assignment The Inspectorate of the Environment and Transport (ILT) requires a continuously appropriate and stable information management system to effectively carry out its legal supervision and enforcement tasks in the aviation sector. The EMPIC application landscape plays a crucial role in this.
Due to continuous changes in international (EASA) and national regulations, planned software upgrades, and the expansion of the chain landscape, strengthening in the area of Functional Management is necessary. The Functional Administrator acts as the link between the user organization, key users, examining physicians, Front Office, ICT management, external hosters, and supplier EMPIC-EAP GmbH to ensure continuity, security, and quality. Desired Skills Thorough knowledge of EMPIC modules (such as AR, CM, TC, MED, REP, WF, SEC, Adm, QS) and related aviation processes (including Medical examinations).
Knowledge of relevant laws and regulations (such as EASA guidelines and national supervisory legislation). Experience with TopDesk for incident and service management and Jira for supplier management. Experience in preparing and executing test scenarios on Confluence (UAT, regression tests). Knowledge of BiSL and ITIL processes (Change, Incident, and Problem Management). Basic knowledge of SQL/relational databases, Jasper Server (REP), and Query Synthesizer (QS). Familiar with information security guidelines (CISO), data encryption, and support for pentests.
Ability to independently and structurally execute daily (production) management as well as change activities and testing processes. Excellent oral and written communication skills in Dutch and English (due to English UI/documentation and communication with supplier EMPIC-EAP GmbH). Proactive and change-oriented attitude with a good understanding of political-administrative relationships between users, IT administrators, hosters, and external parties.
Competencies Customer-oriented Team player Positive attitude Communicative (Political) organizational sensitivity Independent and capable of defending dissenting opinions Proactive Self-sufficient Additional Information When you offer a professional to us as a supplier and they are placed, we will need information from you as the contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.
We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.
If you cannot obtain a G-account (and you can provide proof from the Tax Authorities for this), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
