Job description

As a Functional Administrator, you will be the link between business and IT processes, responsible for a complex, regulation-driven application used by businesses, citizens, and government agencies. You will perform functional management tasks, focusing on user needs and aligning them with organizational capabilities.

Project overview

Assignment Description

The link between the business and IT process: that's you. You are responsible for a knowledgeable, complex, and regulation-driven application used by businesses, citizens, and government agencies. This responsibility starts with supporting the management organization around applications in the 'common inspections' domain GIR: common inspection space. A central place for exchanging inspection data from SEVESO+ companies.

In consultation with the team and as the first point of contact within the team, you will perform the functional management tasks. You will base this on the needs of users, chain partners, and the client. You will align these with the capabilities of the management organization and the team.

You can clearly communicate and concretize the setup and importance of a well-organized management structure. Your significant contribution will be in substantive testing, substantive knowledge, and proposing a uniform test process. By proactively aligning expectations and progress with all stakeholders, you will maintain control over your assignment.

You will work closely with, among others, key users, information managers, functional administrators, and suppliers within and outside the organization. In this network, you will explicitly contribute your expertise.

Background Assignment

Rijkswaterstaat

Rijkswaterstaat is the executive organization of the Ministry of Infrastructure and Water Management and consists of seven national and seven regional organizational units. For over 200 years, we have been working daily on a safe, liveable, and accessible Netherlands. We manage and develop national roads, waterways, and waters and focus on a sustainable living environment. Together with others, we work on a country that is protected against floods. Where there is enough green, and enough clean water. And where you can travel quickly and safely from A to B.

Working together for a safe, liveable, and accessible Netherlands. That is Rijkswaterstaat.

Requirements

Offers can only be made via our portal Striive, accompanied by a complete Dutch CV of a maximum of 5 pages, otherwise, we cannot process them. If you need help with this, you can contact our support department.

You have HBO-level knowledge in the direction of business information management, a comparable study, or equivalent experience.

You have knowledge of the supervisory tasks of the individual SEVESO inspection services.

Wishes

You have at least three years of ICT experience with renewing, updating, and managing applications, with SCRUM methodology for renewal as a product owner or as a (management) member of the product owner's team.

You have affinity with the 'common inspections' domain, geodata, case-based working, or registers where data quality plays a significant role.

You are familiar with BISL and have worked in a BISL-organized environment.

You have experience setting up the management organization for applications involving multiple chain partners/stakeholders.

You have experience working on projects or programs involving more than ten parties from different sectors.

Additional Information

Offers can only be made via our portal Select, otherwise, we cannot process them. If you need help with this, you can contact our support department.

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note, the costs for this statement are at your own expense.
