We are looking for a Functional Designer/Information Analyst to prepare Features and elaborate them into Stories for the IBS-IH project. You will be responsible for describing Services and Capabilities in Use Cases and ensuring developers and testers understand the functional requirements.

Project overview

Note, this request concerns a government assignment!

Assignment Description

As a Designer at IBS-IH, you play a role in preparing Features and elaborating them into Stories. Based on the Features, Services and Capabilities will need to be described in Use Cases. Naturally, you will ensure that the developers and testers in the team know exactly what the component should do functionally. You are expected to create the Design products of the SOA Services according to the standard prescribed by the Tax Administration. In addition, you will ensure an overview of the Design documentation and arrange the FPA counts.

Besides being deployed as a Designer for a Scrum team, you may also be deployed for other tasks. This will, of course, be in consultation.

Background Assignment IBS

Income Tax (IH) is undergoing a very large renewal challenge due to the phasing out of COOL: GEN. The renewal of the application landscape is taking place in small, manageable steps. The quality of service with the existing systems must be guaranteed. The new landscape consists of Java (GUI: Angular), Cobol, and MPS (BRM services) and is based on a Service Oriented Architecture (SOA). You will work in a multi-disciplinary scrum team consisting of a product owner, scrum master, designers, developers, and testers.

The Information Provision (IV) department of the Tax Administration is responsible for delivering all ICT facilities for the processes of the Tax Administration. The IV department Integration Business Services (IBS) Income Tax (IH) provides these facilities in line with the primary process of the Income Tax chain. We work on one of the most business-critical systems in the Netherlands, where many applications are produced and integrated into one working solution by IV IBS Income Tax. Quality is paramount in realizing products and services for citizens, businesses, and tax administration employees.

To be able to respond quickly and agilely to the wishes of our stakeholders in the future, we continuously invest in the renewal of our products and organize our working methods in such a way that we deliver the desired results in collaboration with many parties. We are preparing and executing large-scale adjustments in the Income Tax application landscape. We do this over several years and in a controlled manner, so that the Tax Administration processes we support can continue to run without interruption, while also being renewed. This demands a lot from us as an IV organization.

All desired changes in legislation and regulations, as well as business innovation and modernization of the application landscape, must be implemented in a timely manner and by the right parties.

Requirements

Only Dutch-language CVs will be submitted, and candidates must speak Dutch perfectly. The assignment is less suitable for ZZP'ers due to the DBA law.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Client Liability Act. The 'WKA' aims to prevent abuse in the payment of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the payments.

Please note that the costs for this statement are at your own expense.
