Job description

HSE Manager needed for the commissioning phases of a project in Hamburg, providing on-site support and ensuring compliance with HSE requirements.

HSE support during on-site commissioning phases and technical support for the client.
Ensuring compliance with relevant HSE requirements as well as legal and technical specifications.
Monitoring and follow-up of identified HSE risks, deviations, and necessary measures.
Creation of structured reports and recommendations for project management.
Support in prioritizing and tracking safety-related measures in the project.
Interface management between assembly, commissioning, engineering, operations, and HSE.
Participation in project, commissioning, and HSE meetings as well as relevant reviews.
Technical point of contact for HSE issues related to commissioning.
Coordination and technical alignment with internal and external stakeholders on safety-related topics.

Completed technical degree, preferably in Process Engineering, Mechanical Engineering, Chemical Engineering, or comparable qualification.
Several years of professional experience in HSE, process, or plant safety, preferably in refinery, petrochemical, or comparable large-scale process plants.
Proven experience in HSE support for cold commissioning, hot commissioning, as well as start-up and trial operation.
Experience in creating, revising, and technically evaluating hazard analyses and risk assessments (RAMS) for commissioning phases.
Experience in creating and updating HSE plans for commissioning as well as in deriving and documenting suitable HSE measures.
Practical experience with Pre-Start-Up Safety Reviews (PSSR), including creation or application of structured PSSR checklists.
Experience in gap analyses to identify process, documentation, and compliance gaps, as well as in evaluating resulting risks and action needs.
Experience with SIMOPS considerations during parallel and remaining assembly work during commissioning and evaluation of resulting HSE impacts.
Sound knowledge of legal requirements, technical regulations, and HSE requirements relevant to commissioning, as well as experience in their application.
Experience in reviewing HSE and commissioning documentation for completeness and conformity, as well as in defining responsibilities at interfaces between assembly and commissioning.
