Situation Description The Province of Gelderland is looking for an experienced Senior Implementation Manager for the implementation of a new case system for the Permitting, Supervision, and Enforcement (VTH) department. The Implementation Manager is responsible for the integral management of the implementation trajectory and serves as the connecting link between management, users, the supplier, IT & Infrastructure, information management/DIV, and the management organization. The assignment explicitly focuses not only on the technical implementation of the system but also on process design, change management, user adoption, supplier management, migration, test management, and embedding the system within the management organization. The Implementation Manager will oversee all related work streams and ensure a controlled introduction of the new system within the VTH department. The Implementation Manager will evaluate interim delivery results with the program manager for the realization of the VTH improvement and acceleration plan. The program manager has been recruited with a view to the department's formative growth and making the necessary internal improvements. This applies to processes, insight into and use of data, as well as the implementation of the new case system. The assignment consists of The assignment involves independently completing and delivering several concrete products for the implementation of a new case system. It is a temporary, defined assignment with an average commitment of approximately 24 to 28 hours per week and a duration until January 31, 2028 (extension is possible). Implementation Management and Project Control Delivers a supported implementation plan including milestones, dependencies, and decision points. Ensures predictable progress, timely decision-making, and risk management. Provides periodic management information on progress, quality, capacity, finances, and risks. Manages the realization of the agreed scope, planning, and results. Process Design and Change Management Delivers a workable and supported design of processes within the new case system. Ensures a successful transition from the current to the new way of working. Creates buy-in from management, process owners, users, and chain partners. Ensures successful user acceptance and adoption of the solution. Stakeholder and Supplier Management Connects management, users, information management, IT, functional management, and suppliers around common goals. Manages suppliers and implementation partners on results, quality, and planning. Ensures compliance with agreements, contractual obligations, and intended performance. Escalates in a timely manner and ensures adequate decision-making for bottlenecks. Migration Establishes a separate sub-project for migration under the leadership of a migration sub-project leader. Manages the sub-project leader and holds ultimate responsibility for the migration strategy, planning, quality, and decision-making. This includes cleaning up files, documents, and case data, and preparing and executing migration tests. Ensures that migration remains an integral part of the implementation program and aligns with processes, information management, and adoption. Testing, Acceptance, and Handover Ensures successful execution of user acceptance tests, integration tests, and pilot migrations. Ensures that identified issues are resolved promptly. Achieves a controlled handover to the management and user organizations and delivers a complete handover document. Result and Completion Final Result: a stable and controlled introduction of the new case system within the Permitting, Supervision, and Enforcement (VTH) department. Prerequisites The contractor will carry out the assignment independently and at their own discretion, determining the method, schedule, and location of work within the agreed duration and deliverables. The average commitment of approximately 24 to 28 hours per week is an estimate of the required scope of work and not a prescribed working time or presence. The contractor is not part of the regular staff of the province and does not hold a structural position within the organization. The province manages based on agreed results and delivery moments, not on how the contractor performs the work. Requirements / Knock-out Criteria Requirement 1 Availability Requirement Candidate is available from November 16, 2026, to January 31, 2028, for approximately 24 to 28 hours per week. The contract may optionally be extended by 2 periods of 3 months. Depending on candidate availability, a phased start and/or later start date is possible, provided the candidate is available for at least 24 hours per week by December 7, 2026. The start date is subject to the timely completion of the tender procedure. This may also mean that the start date of the assignment will have to be postponed. No rights can therefore be derived from the start date mentioned in the request for proposal. Requirement 2 Other Requirement You will attach a CV of a maximum of 5 A4 pages. If the CV (including figures, tables, cover page, and table of contents) is longer than the allowed number of A4 pages, it will only be assessed for the allowed number of A4 pages, after which the remaining A4 pages will be excluded from the assessment. The CV must be in Dutch and preferably in PDF format. The CV must always include the job title, start and end dates (MONTH AND YEAR) of the work performed, and the number of hours worked per week. The CV serves solely to verify the explanation provided for the quality requirements and award criteria. You must provide a separate explanation (answer/description) in the CV for all requirements and quality award criteria, demonstrating that the offered candidate meets the requirement or quality award criterion. Requirement 3 Candidate demonstrably possesses at least a completed Bachelor's degree (HBO). State the name of the educational institution, location, field of study, and year of graduation. Requirement 4 Candidate demonstrably has at least 4 years of experience (gained between 2017 and present) as a project, program, or implementation manager within a government organization, with responsibility for planning, risk management, progress reporting, and decision-making. Requirement 5 Candidate demonstrably has experience as an implementation manager and/or program manager in the implementation of a business-critical SaaS solution within a complex organization, involving process change, management setup, and adoption. Requirement 6 Candidate demonstrably has successfully executed or managed at least one data migration or conversion project, including migration planning, where files, documents, and metadata were prepared, cleaned, validated, and migrated to a new system.
