Junior Business Analyst (TAF/TAP TSI) – AFRA-132

Project overview

For a major corporation in the rail and transport environment, we are seeking support in the area of Business Analysis. The European Union, with its Technical Specifications for Interoperability (TSI), defines Europe-wide requirements for the development of interoperable telematics applications for freight and passenger transport (TAF/TAP TSI and TSI TEL) for all railway stakeholders (infrastructure managers, railway undertakings, freight forwarders, wagon keepers, etc.).

The corresponding EU regulations include, among other things, specifications and requirements for the standardization of timetable requests and offers, as well as the exchange of operational messages about trains. The sub-annual construction timetable planning and the process changes according to Annex VII play a special role. In parallel, the EU has specified the strategic planning of capacities on the infrastructure preceding the timetable in a further regulation, the so-called EU Capacity Regulation.

The project completes the transition of all areas (especially construction timetable planning) to the required processes and technical messages. For this purpose, the Capacity Regulation, which is intertwined with the TSI standards, is being implemented.

The service provider will perform Business Analysis services and is responsible for the conception of individual systems. The service does not include the implementation of the requirements specified in the concept. The service provider will report to the contact person to be named in advance, who is responsible for the implementation of the measures. The scope of the services to be provided results from the following service description. The services to be provided by the service provider will be created in the agreed documentation system and made available to the client.

• Recording, analysis, and description of AS-IS/TO-BE states of the involved business areas (conception)
• Moderation and evaluation of requirements workshops using creative methods
• Collection, consolidation, analysis, specification of functional / non-functional requirements using common methods (e.g., User Story)
• Analysis and evaluation of IT architectures and technical concepts as a basis for selecting a solution provider
• Analysis of problem statements
• Creation of a detailed concept for the individual information systems
• Development of action options, including strategic assessment and recommendation
• Documentation of AS-IS/TO-BE states of the involved business areas
• Documentation of functional/non-functional requirements
• Documentation of (technical / business) risks, including advice on action options for risk elimination or minimization
• Prioritization and preparation of a requirements catalog as a decision proposal for various committees regarding development and operation
• Description of test cases
• Consulting regarding the achievement of conformity of requirements with the IT target image, IT strategy, and project implementation status
• Consulting regarding the implementation of the project and necessary accompanying processes (qualification concepts and change processes)
• Project experience as a Business Analyst or in a comparable role
• Initial knowledge in creating User Stories and executing test cases
• Very good German language skills as well as communication and organizational skills
• Structured, independent way of working as well as flexibility to adapt quickly to new situations
• Confident use of SharePoint, Outlook, and other MS Office applications
• Basic knowledge of timetable, capacity booking, and construction timetable processes
• Knowledge in using standard tools such as JIRA and Confluence for management and documentation
• Knowledge in establishing and implementing communication structures to ensure transparency of analysis progress and to provide business support to requesters
• Knowledge in documenting TO-BE/AS-IS work processes and possible alternatives, as well as preparing presentations of analysis results, e.g., to illustrate interdependencies of processes or their changes
• Experience in developing test execution concepts, defining test cases, and participating in their execution
