Job description

Seeking a Senior PMO professional to support the IT department's project and program portfolio. The role involves both transverse entity-wide responsibilities and specific PMO duties for a dedicated unit.

Project overview

Context

. A company with a strong international presence, conducting R&D, production, and subsidiary activities in nearly 70 countries worldwide, with medicines available in 150 countries, generating over €5.3 billion in revenue (2023).

The mission is within the Information Systems Department, (50% transverse entity / 50% unit PMO).

The DDSI Studies & Project team manages the DDSI's project and program portfolio. It is organized into units (one Project unit and three Program units) and supported by a transverse team, the Cockpit, which handles project methodology, management tools, governance, and consolidated reporting for the entity.

To strengthen this structure, the team is looking for a Senior PMO reporting to the Head of the Cockpit.

The service is provided in a dual role, in roughly equal parts:

This distribution is indicative and may vary depending on the entity's priorities; the assigned unit may change during the mission. The PMO also acts as a link between the two components: they relay field needs to the Cockpit and deploy methodological and tool evolutions decided at the transverse level within their unit.

Missions

  • A transverse component for the entity (approx. 50%): methodology, tools, management data, governance, and consolidated reporting, serving all units and the entity's management.
  • A unit component (approx. 50%): PMO for a unit, working in tandem with the unit manager and supporting the program directors and project managers of that unit.
  • Transverse Component
  • Cockpit (approx. 50%)
  • Continuous Improvement
  • Contribute to initiatives for harmonizing and simplifying practices (standardizing templates, streamlining processes, aligning with other DDSI entities within the framework of ongoing organizational changes).
  • Examples of transverse team initiatives
  • Governance: Prepare and equip transverse entity bodies.
  • Project Methodology: Maintain and evolve the project and program management framework and associated documentation (procedures, appendices, deliverable templates).
  • Project Framework: Implement DDSI process evolutions in support and tools (Demand Management, Build to Run, Security/Quality, decommissioning and rationalization, Data).
  • Project Manager Community: Sharing sessions, support and onboarding of new internal and external arrivals, capitalization and dissemination of lessons learned (REX).
  • Management Tools: Produce and evolve entity dashboards and indicators (progress, workload, budget, risks, milestones) and ensure their quality and timeliness.
  • Reporting Automation: Contribute to industrialization and automation.
  • Unit Component
  • Unit PMO (approx. 50%)
  • Management of the unit's portfolio, in tandem with the unit manager
  • Maintain a consolidated view of the unit's projects and programs: schedule, milestones, workload, budget, risks, dependencies, and interfaces with other units.
  • Prepare and lead unit meetings (portfolio reviews, weekly updates, committees) and ensure minutes and action tracking.
  • Ensure rigorous and continuous budget monitoring for the unit at the resource, contract, project, and program levels: commitments, consumed and remaining, variances, alerts, forecasts, and budget cycle preparation.
  • Specifically monitor budget and contractual aspects related to suppliers (technical assistance and fixed-price contracts) in collaboration with project managers and program directors, and manage contingencies.
  • Monitor unit staffing: internal and external resources, arrivals and departures, workload/capacity balance.
  • Support for Program Directors and Project Managers
  • Assist in applying the HARP methodology: gate preparation, completeness and quality of deliverables, compliance with quality and security requirements.
  • Provide support in constructing schedules, business cases, committee reports, and project/steering committee materials.
  • Verify the updating and quality of project data in the tools, challenge the data and reported alerts.
  • Provide organizational and logistical support to project teams for all unit project and program meetings.
