Job description
The Inspectorate for Health and Youth Care (IGJ) is seeking an experienced Program Manager to lead the 'Foundation for IV and Supervision' (FIT) program until the end of 2027. This program aims to modernize the IT landscape and core systems supporting the IGJ's supervisory processes.
Project overview
Client Inspectorate for Health and Youth Care
Everyone in the Netherlands must be able to rely on good healthcare and youth care. Care that you would wish for yourself and your loved ones, in all situations and at every stage of life. That is why we monitor healthcare and youth care in the Netherlands and the international market for medicines and medical devices. We act in the public interest and strive for effective supervision. That is why we focus our supervision on themes and activities that yield the most for people who need care or youth care. We assume healthy trust in healthcare and youth care providers. If necessary, we intervene.
We are open and honest about how we assess that quality, the dilemmas we encounter, and the choices we make. We understand our profession, know the practice, and respond to developments in care and society. We collaborate where possible, but our judgment is always independent. This is how we fulfill our responsibility as a state inspectorate. Our motto is Clear. Independent. Honest.
We are the Inspectorate for Health and Youth Care (IGJ) with over 850 employees, part of the Ministry of Health, Welfare and Sport (VWS).
Program Foundation for IV and Supervision
The IGJ has started the program Foundation for IV and Supervision (FIT) to support its primary supervisory processes with a renewed IT landscape and associated IT systems. The program thus replaces the existing core systems. The program creates a modular application landscape that offers the necessary flexibility and agility to support the IGJ's supervisory task in the future. This includes changing work processes, innovations (including data-driven supervision), and easier implementation of expanding or changing legal tasks within the new landscape.
At the beginning of this year, in addition to the FIT program, an organizational development was also initiated within the IGJ. Both trajectories have substantive and time-dependent aspects. The FIT program affects the entire IGJ organization (+/- 800 FTE) and has a major impact on employees in their daily work. To achieve the program goals, it's not (only) about replacing existing systems, but also about embedding new working methods within all departments and teams of supervision.
The program involves the line organization from design through acceptance and implementation within the various (sub)projects, paying attention to both explicit and latent user needs.
Within the FIT program, we are working on the following projects, each focusing on a specific functionality. The goal, however, is that from the user's perspective, it will eventually feel like one whole: the 'Supervisory Work Environment'. Additionally, a number of technical building blocks (including an integration platform and a fine-grained authorization component – FGA) are being introduced within the program.
The program is now well underway: all solution directions are known, and the procurement processes have been completed. More than 700 colleagues are now working with the new applications for Signal Management. By the end of this year, the DMS and the integration platform will be put into use, and the implementations of Case Management and Document Creation will start. Recently, the program underwent an AcICT assessment which resulted in a number of findings and recommendations, which the IGJ is taking to heart in the continuation of the program.
Due to the departure of the current program manager due to personal circumstances, we are looking for an experienced program manager who will lead the FIT program to the finish line by the end of 2027. The FIT program has been running for almost 2 years. So, you are stepping onto a moving train. To stay with the metaphor: the track is clear, and the train is steaming. It is therefore important that this suits you and that you derive energy from continuing and firmly steering (operationally and tactically) towards the desired result.
Assignment Description
As program manager of the FIT program, you will bring together different perspectives: business processes, information and IT solutions, program steering, organizational steering and change management, IT policy, and regulations in a governmental context. You will manage motivated and highly educated professionals and know how to ask the questions that keep these subject matter experts sharp and steer them in the right direction. You have broad knowledge of IT architecture, organizational design, information management, and change management to assess the quality of substantive plans.
You are capable of acting as a sparring partner for all disciplines in the core team, for department heads, the client, and the management team. You are responsible for ensuring that everyone within FIT, the Program Board, and the client, suppliers, and the management of all departments understand exactly what FIT entails and what is expected of whom and when. Furthermore, you will act within a program governance in which the CIO and Secretary-General of VWS also play an active role.
Crucially, it must suit your personality to approach people and stimulate collaboration, both within the program core team and in relation to the Program Board, the Management Team, and the department heads. This is a program for a 'spider in the web' who continuously and proactively seeks connection and alignment. Empathy, servant leadership, and integrity are indispensable here, but are flanked by results orientation and sharpness on the content.
The ability to switch quickly, maintain an overview, weigh priorities, and agility of thought are all equally important in the setup of the program where we go live incrementally and make designs and choices 'just-in-time'.
The program manager is managed by the FIT client (Director) and is assigned the following tasks:
Knowledge, Experience, Competencies, and Skills
With your energetic and goal-oriented attitude, you are strong in collaboration and achieving results. You take the lead. You know how to effectively communicate your knowledge and experience. You are flexible, positively critical, organizationally sensitive, and transparent. You have a customer-oriented attitude and strive to achieve your goals.
The following competencies apply:
Additionally:
- Signal Management: this allows us to register, enrich, and manage all types of messages we receive as an organization concerning the quality of care: notifications, registrations, communications, applications, and requests. A large part of signal management has now been realized and is in use.
- Relationship Management: ensures the central storage and management of, among other things, all organizations (supervisory objects) that are supervised by the IGJ (national and international).
- Document Management (DMS): with a central DMS, we can edit, store, and manage documents more efficiently and user-friendly.
- Document Creation: this allows us to automatically select, populate, and generate the correct document and email templates, such as reports and letters. The templates use data from the systems for pre-filling.
- Case Management: this allows us to store and manage supervisory files that the IGJ wants to handle in a case-oriented manner. This includes our risk and thematic supervision. Where necessary, this includes administrative measures within a file.
- Inspection Findings: this allows us to register supervisory instruments, findings, and assessments in a structured manner during supervision.
- Execute a gradual transition from the existing monolithic core systems to new (modular) IT support for the core supervisory processes, based on the target architecture and the program plan.
- Steer the program, the program organization, the core team, project leaders, chain partners, and suppliers based on the results to be achieved, budget, and schedule.
- Monitor the multi-year program plan and budget, looking ahead in detail for the coming period every six months.
- Steer (together with the Head of Data & IT as Sr. Supplier) the external suppliers of the program, as well as the IT service provider SSC-ICT. SSC-ICT functions as a crucial link for hosting and integration services for FIT, where experience shows that sharp steering and intensive collaboration are necessary.
- Guide decision-making at management decision points with the CIO and the IGJ management team and the coordination meeting with VWS.
- Monitor the program's dependencies and the timely delivery of (sub)products for FIT by other projects within the IGJ. Active management of dependencies with organizational development is also crucial in the coming year.
- Advise the Program Board (steering committee) and client on decisions to be made. This also applies to timely agenda setting for deviations to enable adjustments.
- Support the Heads of Data & IT in preparing the further development and management organization to receive FIT's products on time. Involve the future management organization in the execution of the program and ultimately ensure a thorough transfer of FIT to the management organization.
- Support and guide the management teams of the various supervisory departments to successfully adopt the new systems and work processes and thus achieve the defined benefits.
- Persuasiveness: both on content and relationship.
- Good listening and analysis: you know how to grasp the main thread and establish relationships between different subjects.
- Connecting.
- Mental agility and problem-solving ability.
- Results and solution orientation: the ability to maintain course in a changing environment.
- Excellent collaboration and communication skills: being a discussion partner at all levels within and outside the organization.
- Master's degree (WO) work and thinking level.
- Certified program manager (e.g., MSP or IPMA-B).
- Minimum of 8 years of experience as a program manager of digitization programs, responsible for the combination of IT realization and business implementation within a highly regulated environment such as the national government.
- Experience in managing multidisciplinary project teams and program teams (analysts, strategic business advisors, architects, change managers, and contract managers) with highly educated professionals.
- Knowledge and experience in working according to PRINCE2 and MSP for project and program management in combination with Scrum for realization.
