Job description
The municipality of Almere is seeking a Program Manager to improve the information chain for urban growth, focusing on accelerating housing construction. The role involves setting up, managing, and realizing the program, connecting various departments and external partners to achieve shorter lead times and better decision-making.
Project overview
This application is not suitable for freelancers!!!! The working environment and assignment Almere faces a major urban growth challenge. In addition to housing construction, this requires timely provisions, accessibility, economic development, sustainability, public space, and quality of life. Because the municipal organization cannot grow at the same pace, collaboration, processes, and information provision around urban growth must be structurally improved. The information chain runs through multiple departments, area programs, and external organizations.
The program maps a representative part of the chain, focusing on accelerating housing construction, investigates the main bottlenecks, and redesigns the chain. In addition, a maximum of four promising use cases will be developed and realized. The intended result is shorter lead times, less rework, better decision-making, and a more reliable picture of the progress of the housing construction task. The approach is made possible by DMI-SPUK-K7 and must also be usable for other growing municipalities and national collaboration partners.
The function As program manager, you are integrally responsible for setting up, managing, and realizing the 'Information Chain Urban Growth' program. You ensure that data analysis leads to concrete improvements and structural guarantees within Almere. You work for the administrative client, report to the steering committee, and functionally manage the multidisciplinary program team. You operate from the interest of the entire chain and independently from individual internal and external organizational units.
You work with the functional departments and the disciplines of functional management, processes, information management, architecture, data, information management, privacy, information security, and finance.
Responsibilities
- Setting up and managing the program, including planning, budget, capacity, risks, and reports.
- Connecting departments, area programs, IT disciplines, external chain partners, and relevant K7 municipalities around common results.
- Managing dependencies and coherence with other IT projects, including data governance.
- Managing the chain analysis, baseline measurement, and the design of the desired processes and information provision.
- Organizing decision-making on priorities, ownership, financing, and a maximum of four use cases.
- Managing implementation, adoption, impact measurement, transfer to the line organization, and subsidy accountability.
- Delivering an established picture of the current chain, including processes, roles, information, data, applications, and key bottlenecks.
- Delivering an established future vision with clear agreements on chain, process, information, data, and business ownership.
- Delivering a prioritized roadmap and portfolio of improvement measures and use cases.
- Realizing a maximum of four use cases, each with an owner, financing, management, and demonstrable impact.
- Achieving measurable improvement in lead time, predictability, and information quality, with less rework, better utilization of capacity, and cost savings where possible.
- Making the approach within the DMI ecosystem transferable through learning and knowledge products.
Requirements
- Completed HBO or WO study.
- You have at least five years of demonstrable work experience with program or project management based on PRINCE2 within a complex administrative organization.
- In possession of a valid Prince2 certification.
- You have demonstrable work experience with chain collaboration, process improvement, and changes where information, data, and digitalization converge.
- You translate societal and administrative goals into concrete, executable results. (We would like to see this reflected in the CV.)
- You connect administration, management, execution, and subject matter experts and organize decision-making in case of conflicting interests. (We would like to see this reflected in the CV.)
- You communicate clearly, show administrative sensitivity, and manage in a connecting and results-oriented manner. (We would like to see this reflected in the CV.)
- Demonstrable knowledge and work experience of area development, housing construction, the municipal physical domain, information architecture, data governance, and subsidy programs.
