Program Manager Landscape and Execution Program Waterfront

Project overview

The assignment involves setting up the program Landscape and supporting the execution of the program Waterfront within the physical domain.

Profile of the suited interim professional:

• Drafting a starting note, note of principles, and program plan with SMART goals for Landscape
• Translating the program to the DSO and to annual plans for team leaders
• Mapping relevant policy, spatial, and organizational developments
• Determining program goals, scope, planning, and governance
• Advising on the translation of the Omgevingswet within the municipal working method
• Identifying and involving internal and external stakeholders
• Preparing decision-making and administrative products
• Coordinating and monitoring the progress of program Waterfront
• Identifying risks, dependencies, and bottlenecks
• Liaising with involved parties regarding Waterfront
• Drafting progress reports and advice
• Supporting the realization of sub-tasks and measures
• Completed education at a minimum HBO bachelor level
• Minimum 2 years of experience as a program manager at a municipality
• Minimum 1 year of experience with the Omgevingswet in the role of program manager
• Work experience with programmatic working
• Experience with the VPNG method is a plus
• Experience in the field of area development, landscape, and/or waterfront development
• Experience with administrative processes and stakeholder management
• Excellent skills in written and oral advice
• Independent, results-oriented, and professional attitude
• Available for 28 to 30 hours per week, starting no later than December 7, 2026, for the full duration of the assignment including any extensions
