Project Leader

Project overview

The Project Leader advises the team by building a realistic project plan aligned with its strategy. He/She holds overall responsibility for the execution of the specific contract and reports to the project manager. He/She defines the scope, objectives, and deliverables of the project.

He/She establishes and maintains project and quality plans, and tracks progress against these plans. He/She estimates the schedule, budget, and resources required, and anticipates capacity and deliverable issues. He/She monitors costs, schedule, and resources consumed, and acts as soon as a deviation exceeds agreed tolerances. He/She manages the change control process and obtains sponsor approval for project revisions.

He/She leads the design, development, and implementation of systems, including interoperability components. He/She guides the team, reviews its deliverables, and provides stakeholders with accurate and up-to-date progress reports. With the program manager, he/she assigns the right people to the right roles. He/She participates in functional working groups and progress meetings.

He/She ensures team leadership, motivates the team, and develops its skills. He/She monitors the daily activities of the project. He/She ensures that the team is trained in the applicable methodology and quality and contractual processes, and that it complies with security policies and the team's ITSM or project processes.

Profile Sought

The candidate has at least 10 years of experience in project management. He/She also has at least 8 years of experience with a project management methodology, such as Agile, PM2, PRINCE2, or PMP. The specifications require no certification or diploma for this profile.

Required Skills: The candidate practices project management in software development and/or production monitoring, and can build a vision based on knowledge of comparable programs. He/She knows the principles and values of Agile (Scrum, Kanban, XP, Lean). He/She has a very good command of business process management, enterprise architecture, and project management standards, particularly Agile and Scrum methods.

He/She uses project management tools and agrees to use the one imposed by our client. He/She knows how to work in an international and multicultural environment and understand the needs, objectives, and constraints of other disciplines. He/She has excellent leadership qualities, and knows how to lead meetings and give presentations.

Work Environment

Method: The incumbent follows the existing project management methodology and its process framework (ITIL, project management processes). He/She aligns his/her organization with the current working mode.

Cadence: Development progresses in iteration cycles, 3 months in the example given, broken down into sprints of 2 to 4 weeks. This cadence synchronizes with program and portfolio milestones, particularly integrated testing and delivery milestones.

Mission located in Strasbourg: any application not justifying residence and/or mobility within the geographical area will not be considered.
