Project Leader Scheme for Accommodation of Displaced Persons Ukraine (secondment)

Project overview

The project leader will independently work on the development and implementation of the Scheme for Accommodation of Displaced Persons Ukraine (RooO) within the municipality.

Profile of the suited interim professional:

• Monitoring and analyzing work backlogs, own contribution receipts, and processed work processes
• Coordination with consultants, Legal Affairs, and Quality regarding decision-making powers
• Discussing objections and complex case law
• Analyzing KIC quality figures of consultants
• Writing and updating policy rules, work instructions, reports, and decisions
• Acting as a point of contact and supervisor for consultants and involved departments
• Reporting results and developments to the MT
• Coordination with the Welkom in Tilburg program on policy matters
• Analyzing and implementing future changes in the RooO
• Developing ways to increase outflow from the living allowance scheme
• Establishing and coordinating a procedure for labor mediation for Ukrainian displaced persons
• Preparing the termination of the RTB and the transition to the Participation Act
• Translating changes in laws and regulations into municipal implementation practice
• Analyzing the impact of changes and realizing adjustments in processes, systems, and policy
• Extensive experience with complex change and implementation projects in the public sector
• Proven knowledge of laws and regulations in the social domain
• Experience with analyzing processes, policy development, and implementation issues
• Well-developed advisory skills and the ability to independently draft broadly supported proposals
• Result-oriented approach focused on concrete and transferable products
• Knowledge of Suites, the Participation Act, and the Integration Act
• HBO work and thinking level
