For Havenbedrijf Rotterdam, we are looking for an experienced Project Manager Infrastructure Development. In this role, you will be responsible for multiple infrastructure projects in the Rotterdam port area from start to finish. A great assignment for an experienced project developer/project manager with extensive experience in the development and realization of infrastructure, particularly water construction, shore power, and cables & pipelines.

About Port Development

Within Havenbedrijf, Port Development focuses on the development of the port area. This includes the establishment of companies and the development and realization of projects in the field of wet and dry infrastructure and real estate. To this end, Port Development carries out a diverse range of projects together with customers and stakeholders. These typically involve significant investments.

At the PD Projects department, 30 project managers work on the development and realization of these projects. Current projects include, for example, the construction of new sites at Maasvlakte, the establishment of companies in the context of the energy transition, and the realization of a considerable number of infrastructure projects in the port area. Port Development has an innovative, informal culture with short communication lines.

The Role

For the development and realization of infrastructure projects, Havenbedrijf Rotterdam is looking for an experienced project developer/project manager with experience in the development and realization of infrastructure, particularly water construction, shore power, and cables & pipelines. As a project manager, you will be responsible for multiple projects from start to finish.

What will you do?

The project process PM@HbR is based on Prince2.

• Project development: determining the (commercial) feasibility by investigating alternatives, negotiating with clients/stakeholders, and submitting investment proposals for decision-making.
• Project management during the project's term with specific attention to commercial and technical aspects, the project business case, ensuring the necessary agreements and contracts, and realizing the project.
• Collaboration with clients and stakeholders to realize projects on time and to satisfaction.
• Leading multidisciplinary project teams and jointly preparing and realizing projects in a responsible and safe manner.
• Acquiring and sharing knowledge in the field of project development and project management. As a leader of your project team, you will ensure alignment with other teams and projects within Havenbedrijf where necessary. You will report to the Project Board.

• Candidate has at least 10 years of experience with project development and realization.
• Candidate is experienced in leading teams of specialists and professionals in a project-based environment.
• Candidate has demonstrable knowledge of and experience with commercial affairs, environmental management, project management, and safety within projects.
• Candidate has affinity with the field of work (port, logistics) and the ability to translate developments and/or innovations in the field into their own projects and into Havenbedrijf.
• Candidate possesses VCA-VOL, or is willing to obtain it within 3 months of starting.
• Candidate has been informed about the screening process of Havenbedrijf Rotterdam.
• Submissions offering a freelancer, either directly or through an intermediary, will not be considered.
• Candidate has experience with shore power and cables & pipelines. (2 points)
• Candidate has demonstrable experience in container logistics and/or breakbulk. (2 points)
• Candidate has WO (higher professional education) work and thinking level. (2 points)
• Candidate is available for an initial introductory meeting between October 29 and November 5, 2026.
• Candidate is available for a second introductory meeting between November 9 and November 13, 2026.
