Project overview

Senior Consultant / Lead Consultant for the creation of tender documents for the operation, hosting, and further development of a complex web and service platform.

For a public client, the functional, technical, organizational, and procurement law preparation for a potential Europe-wide tender for the future operation, hosting, and further development of a large digital service portal is to be carried out.

The contract includes the analysis of the existing service and contract situation, the execution of a procurement law-compliant market exploration, and the creation of complete tender documents, including the service description, qualification and award criteria, evaluation matrix, and transition/migration concept.

An experienced consulting team or a Lead Consultant with demonstrable expertise in public IT procurement, digital service platforms, and operating models is sought.

• Evaluation of the current technical operating model
• Analysis of hosting, support, and further development services
• Conducting interviews and workshops with specialist departments
• Recording and structuring functional, technical, and organizational requirements
• Documentation of requirements for a later tender
• Conducting a procurement-compliant market analysis
• Evaluation of current market standards and operating models
• Analysis of relevant providers and service models
• Development of recommendations for action
• Support in the strategic design of a potential new tender
