The organization

Zuidplas will grow considerably in the coming years in number of inhabitants and therefore also in the number of colleagues in the organization. We face challenging tasks and adjust our way of working to the questions coming from society. To connect to those developments, a corporate plan Zuidplas Grows! and change plan were created in an interactive way, including a new organizational vision for Zuidplas. The organizational development has as a point on the horizon the main tasks: Task-oriented, Self-organizing, Decisive and Agile and is still fully ongoing.

You will work within the attractive and innovative growth municipality Zuidplas and will start within the Project Management Office cluster for the Middengebied Programme. There is a great deal of room here to help build the organization itself through room for own initiative and ideas in the field of project-based creation, by working with new techniques and a modern client-contractor approach.

Your client is the Programme Manager Middengebied, who is integrally responsible for the development of the Middengebied in the broad sense. The technical manager in the programme team leads the technical team of which you are part.

Within the Middengebied programme you will work very emphatically together with the technical team, the land acquisition specialist and the legal advisors. Within the broader municipal organization you actively seek cooperation with the management organization, the policy department and the environmental service.

Responsibilities

As advisor soil, management and environment Middengebied, what will you do?

The package of tasks for this position consists of various projects that you will take under your care and for which you will make progress.

• Environmental investigations.
• For both plots already owned and plots to be acquired, you will take the lead over required soil investigations and any follow-up actions, if necessary up to and including remediation and delivery.
• Other components that require an environmental assessment will also be handled by you. Think of pavements, water beds and objects to be demolished.
• You register the information that is available and map out a strategy for the correct implementation of investigations and possible follow-up actions.
• Recording the approach in possible permits and exemptions as well as advising on and elaborating “environment” at area-wide level also belongs to your work package.
• Management of depots, soil and material flows.
• In elaborating such a large area development task, smart handling of raw materials and soil flows is required.
• A soil depot will be established in the area and you will manage it.
• You manage the required registration and the environmental frameworks as well as the operational activities.
• For materials released from the area, you create the strategy for circular reuse or otherwise the treatment from an environmental perspective.
• Management of plots.
• Gemeente Zuidplas will have various plots under management (temporarily) before physical activities begin.
• You are the first point of contact for this.
• You create a plan for professional management, whether or not in an exploitable form, and ensure the temporary quality/appearance of the plots.
• Buildings are managed by the real estate department and you maintain close contact with the involved colleagues regarding the relevant interfaces.
• You involve the right people and parties within the programme team, municipality and other relevant stakeholders to bring every subproject to successful steps forward.
• As an advisor within the Middengebied programme, you deliver a supported concretization of the project assignments (per subarea), fitting within the project scope.
• You ensure alignment with the technical manager, the technical team, any policy departments and land affairs.
• You formulate requests for external investigations and design elaborations, supervise the procurement process and the project management of external assignments within your responsibility.
• You provide the elaboration and recording of contacts with third parties and the elaborations for the mentioned subprojects including registration in the GIS system.
• Clarifying the project scope per subproject and translating it concretely into a project assignment.
• In consultation with the technical manager, organizing and steering your subprojects to execute the established project assignment correctly and on time.
• Communicating with the municipal organization, external stakeholders, residents and entrepreneurs.
• Identifying relevant developments, as well as opportunities for linkage with other (ongoing and new) projects.
• Managing the project with attention to continuously involving project group members in taken and to-be-taken steps, alongside the familiar steering on GROTICK.
• Acting as the first point of contact for specific internal questions about the subprojects.
• Further developing the mentioned elaborations of this request, creating smart connections and identifying opportunities, initiating innovative elaborations and searching for relevant reference assignments.

• Project management of environmental issues in a diverse spectrum holds no surprises for you; a reference from a project involving integrated environmental investigations and soil flows is an advantage.
• You work in a structured and careful manner, anticipate, communicate actively, create support and stimulate the project organization and can demonstrate this with achieved results.
• You are very strong communicatively and precise, both towards external parties and internal colleagues.
• You work purposefully, have an eye for opportunities for linkage, innovative elaborations and make substantive connections.
• You are proactive, action-oriented and connecting.
• You are able to create overview and can switch quickly.
• You are a fully-fledged discussion partner for colleagues.
• You take into account the interests at play and can translate these into suitable advice, while convincingly conveying the urgency and challenges of the project task.
• A completed education at a minimum HBO level.
• At least 10 years of demonstrable work experience within a civil engineering and/or environmental context.
• You can provide a Certificate of Conduct.
• We work hybrid, whereby variable working hours and working from home are among the possibilities.
• Wednesday is the day the technical team comes together and therefore a major advantage regarding availability.
• Working days: Monday, Tuesday, Wednesday, Thursday, Friday.
