What will you do

For temporary reinforcement within the Policy & Support team, the municipality of Barendrecht is looking for an experienced Quality Officer Work and Income who can be deployed immediately within the municipal Work and Income domain.

The candidate has extensive experience, with at least five years of demonstrable work experience as a Quality Officer Work and Income within the Work and Income domain at a municipality. In this role, the candidate was responsible for quality monitoring, legal review, conducting file checks, establishing and optimizing work processes, and advising client managers and management. In the past three years, the candidate has actively performed the function of Quality Officer Work and Income.

The candidate also has demonstrable experience with the implementation of changes in laws and regulations and policy rules, specifically in the area of the Participation Act. This includes translating legislative changes into work processes, updating policy rules, drafting work instructions, training employees, and ensuring legality and feasibility.

In addition, the candidate has demonstrable work experience with Suite4SociaalDomein in the past three years and can apply this knowledge directly within the municipal execution practice.

The following conditions apply to this assignment:

• At least five years of demonstrable work experience as a Quality Officer Work and Income within the Work and Income domain at a municipality.
• Actively worked as a Quality Officer Work and Income in the past three years.
• Demonstrable experience with the implementation of changes in laws and regulations and policy rules, specifically in the area of the Participation Act.
• Demonstrable work experience with Suite4SociaalDomein in the past three years.
• Submit the CV in Dutch.
• Applying an extra link between the candidate and the supplier offering the candidate is not permitted.
• The personal motivation must show through substantiation that the candidate possesses the required competencies.
• The candidate has a proof of identity (a passport or identity card), which is valid at intake and on the start date of the candidate's contract and can be presented for inspection.
• The VNG Model General Procurement Conditions for Supplies and Services apply to this assignment.
• The take-over period for flexible workers on a secondment basis is 1,404 hours.
• The take-over period for flexible workers on a temporary employment basis is 936 hours.
• Indexation is not applicable.
• If the supplier offers a freelancer, the agreement will be concluded exclusively between Haert and the relevant freelancer. Any agreements regarding kickback fees will be agreed exclusively between the supplier and the freelancer and fall outside Haert's responsibility.
• A valid Certificate of Conduct (VOG) is required for this placement. The costs for this are for the supplier and must be included in the rate. The candidate may only start once the VOG has been received.
• Upon termination of an assignment by the client, the following notice periods apply:
• Up to 8 weeks worked: notice period of 1 working week.
• Between 8 and 26 weeks worked: notice period of 3 working weeks.
• Longer than 26 weeks worked: notice period of 1 month.
• The rate depends on the candidate's knowledge and skills.
• A candidate can only start after signing our cooperation agreement and the client-specific agreement of this client.
• With sufficient applications, we will close the assignment earlier than the indicated deadline in the portal. Therefore, submit a suitable candidate as soon as possible.
