Assignment Description

Within the Ministry of Infrastructure and Water Management (IenW), significant effort is being made to implement a new SAP system (SAP S/4HANA combined with SAP cloud services (BTP)) and to renew generic processes. The objective is to renew and standardize processes by using the standard SAP configuration of a process in SAP as a starting point. The focus for the future is on a service-oriented architecture, with peripheral systems being increasingly actively linked, taking SAP standards into account. Furthermore, we will continue the move towards the cloud; new SAP modules will be cloud-based where possible.

This is relatively new within the government, and especially within IenW, and not much experience has been gained yet. Architects within the VGP program are actively involved in managing and monitoring all these aspects. The program is seeking a Lead Architect SAP. The Lead Architect is expected to be able to contribute to and potentially guide the solution architecture level, possessing extensive knowledge of SAP, specifically S/4HANA and SAP Cloud solutions in the financial domain.

The hired individual should not only have a strong technical foundation but also be a true advisor, sensitive to and capable of connecting parties with different interests and needs.

Background of the Assignment

The UDAC/Information and Exploitation (IenE) directorate connects data, systems, and people from a helicopter view. IenE ensures smart integration of systems within and outside the ministry, possesses extensive knowledge, and is involved early in policy formation. The projects team manages the program and project management of all changes within IenE with an IT component. In this case, it concerns the Renewal of Generic Processes (VGP) program. The VGP program is executed under the responsibility of the IenE directorate.

The program affects the entire financial business operations system of the Ministry of Infrastructure and Water Management. This system is SAP-centric and is used by the organizational units of IenW: the Ministry's Executive Core, Rijkswaterstaat, and Radiation Protection (ANVS). Due to the program's scope, the client is the Secretary-General (pSG).

The program aims to realize a financial business operations system consisting mainly of standard software, delivered through standard services to user organizations that operate uniformly in accordance with software standards. Additional Information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-rekening. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-rekening from the Tax Authorities. If you cannot obtain a G-rekening (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the correctness, completeness, and timeliness of the remittances.

• Advising on the configuration of SAP S/4HANA and SAP cloud services for the renewal of business operations processes;
