What will you do?

Background of the assignment

The Human Environment and Water Quality Inspectorate (ILT) is the supervisory body of the Ministry of Infrastructure and Water Management. The ILT is a large and diverse organization that supervises, grants permits, and conducts investigations across a wide range of topics in the field of transport, infrastructure, environment, and housing. One of the core goals of the ILT is optimal service and permit granting. The program supports the ILT priority of optimal service and permit granting. "The ILT strives for a clear, simple, and efficient permit granting process.

A process where the assessment of the application contributes to reducing societal risks". Optimizing and simplifying permit applications leads to higher customer satisfaction (applying for permits is easier and takes less time), more (cost) efficient and business-like processing, shorter lead times, and generates data that can be used for a more risk-based assessment of permit and supervision applications.

• You will work in a complex environment where multiple POs (and therefore multiple teams) collaborate to implement a licensing product.
• On paper, you are the facilitator and coach for a part of this complex chain, but you aim to make the entire chain deliver more value. You achieve this by establishing contacts and removing obstacles.
• You also possess technical knowledge to challenge the development teams in the chain where necessary.
• You are capable of communicating with both technical colleagues and business stakeholders.

Requirements

You have demonstrable in-depth Scrum knowledge and can coach teams to transfer this knowledge.

You have demonstrable knowledge of other Agile methodologies, such as SAFe and Kanban.

You have gained technical experience in previous roles, enabling you to act as a technical sparring partner.

Permit granting, supervision, and enforcement. Experience in thinking about VTH (Vergunningverlening, Toezicht en Handhaving) objects (3 years).

Experience with complex ICT landscapes containing multiple interdependent building blocks (3 years).

You possess at least a recognized certificate such as PSM I / PSM II or CSM (3 years).

• If necessary for the work, you are willing to travel to the ILT locations: Utrecht, Amsterdam, The Hague, or Zwijndrecht.
