Assignment description

In general, the activities can be described as follows:

Translating requirements, stakeholder input, and information requests into structured user stories.

Supporting the Product Owner in managing and refining the backlog.

Supporting the organization of Scrum Ceremonies, such as Sprint planning, daily standups, refinement sessions, and retrospectives.

Supporting the creation of structure and overview, and in the execution of PMO tasks.

Contributing to improving the way of working within the team.

Background of the assignment

The Extraordinary Matters Blue (BZB) program works on complex, politically urgent assignments of a temporary nature, assigned by the management team of the Tax Administration. These assignments require interdepartmental coordination and fall outside the primary processes of the Tax Administration. BZB focuses on, among other things, remediation work and innovative working methods, such as artificial intelligence and process automation.

The BZB program implements various programs such as, the wrongly rejected requests regarding Voluntary Debt Restructuring Natural Persons (MSNP), the Temporary Block Connection Allowance (TTB) subsidy scheme, and the MijnHerstel route for DGH.

Requirements

Only offer Dutch CVs and candidates must be able to speak Dutch perfectly.

Assignment is less suitable for ZZP'ers due to the DBA law.

Experience working in an Agile/Scrum environment.

Experience organizing scrum ceremonies (sprint planning, retro, refinement etc.).

Experience writing User Stories (or supporting this).

Experience translating requirements into clear backlog items.

Experience working with backlog management tools such as Jira.

Possesses Scrum Master / Product Owner certification (e.g., PSM / PSPO).

Possesses excellent command of the Dutch language.

Possesses good communication skills, is flexible, and able to switch quickly.

WO work and thinking level.

Demonstrable through completed WO education.

Experience working in a politically administrative environment.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Administration.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
