Security Tester

Project overview

For our customer Inera, Test and Development, we are looking for a Security Tester.

Background:

The Test and Development department at Inera is responsible for performing various security tests, typically vulnerability analyses of approximately 40 hours and penetration tests of approximately 100 hours, but other security tests and assignment sizes may also occur.

To facilitate administration and avoid separate call-off requests + call-off agreements for each individual assignment, Inera wishes to establish a call-off agreement for a maximum volume, from which Inera can then make separate call-offs per test without separate call-off agreements.

Prerequisites for call-off agreement:

Competence Level: 4

• This call-off request is according to ranked call-off for a maximum of 1000 hours and for two consultants, Security Tester level 4, who individually or together can perform assignments called off from the agreed ceiling volume.
• The call-off agreement will be conditional on only applying to the consultants agreed upon, and only these consultants can be used to perform assignments according to individual call-offs.
• Individual call-offs from the call-off agreement can only be made for ranked call-off needs. Other needs will be requested separately.
• Coordination of remaining volume will be done between the parties for each individual call-off.
• The responsible section manager at Inera can, if necessary, make call-offs themselves by emailing the responsible persons at Inera and the supplier.
• If none of the agreed consultants are available when needed, the supplier must notify this as soon as possible, and then Inera will request the assignment according to the framework agreement.
• Only actual needs will be called off and only called-off + performed hours may be invoiced.
• If the ceiling of the agreed hours is reached, Inera Test and Development will request further needs according to the framework agreement.
• Any unused hours of the agreed ceiling volume by 2027-12-31 will not be called off and cannot be invoiced.

Requirements

The requirements must be clearly stated in the CV and marked. Furthermore, each requirement must be justified in free text with references to where in the CV the requirement is met. See attached file "Competence Matrix"

Start Date: 2027-01-01.

End Date: 2027-12-31.

• Experience with vulnerability scanning.
• Experience with vulnerability analysis.
• Experience with penetration testing.
• Experience with certificate management, PKI, key management, and authentication/signing.
• Experience with configuring and managing network security, firewalls, load balancers, and proxies.
• Experience with at least one programming language and/or scripting language.
• Experience with evaluation against OWASP Top10 and CVSS classification.

Project details

By agreement, within Sweden.

Working Hours/Scope: Ceiling volume of 1000 hours.

Inera has the right to change the assignment, and other assignments may occur. This may involve both change and additional work.

Possibility of extension: Inera has the possibility of extension for an additional 400 hours. Extension must be done in writing, on one or more occasions, at least one (1) month before the contract expires.

Interview:

Consultant/Supplier may be called for an interview if necessary to establish qualification requirements.

The interview will last approximately 30 minutes and will take place on Inera's premises in Karlstad or via Teams.

Interviews will be held during November 2026. We therefore ask all bidders to reserve the possibility of an interview. The invitation may be sent out on short notice.

Contractual Terms:

Terms for the assignment will be based on Ework's framework agreement with the customer.
