Senior Asset Manager Housing / Senior Road Manager

Project overview

You provide strategic advice on the management, maintenance, replacement, and development of road infrastructure. You connect technical expertise with administrative decision-making and translate complex management and investment issues into clear advice for management, the executive board, and the municipal council.

You contribute to the future-proof management of capital assets within the Roads asset and to the further professionalization of asset management.

What will you do?

The municipality of Barneveld is temporarily looking for an experienced Senior Asset Manager Roads / Senior Road Manager for sickness absence cover within the Management team. You will work within the organization and for the Management team.

• You develop, update, and manage strategic management plans for roads, civil structures, and public lighting.
• You prepare multi-year management, maintenance, and execution plans and investment programs.
• You advise on replacement tasks, area development, and lifespan extension of capital assets.
• You act as the official client for integrated civil engineering projects. You formulate project assignments and desired outcomes from a management perspective, prepare initial notes and administrative and financial decision-making documents, and monitor scope, quality, planning, and budget.
• You prepare administrative decision-making on project initiatives and investment credits and ensure alignment between management objectives and project results during projects.
• You advise on the prioritization of investment projects within the multi-year programming.
• You make a substantive contribution to the Planning & Control cycle.
• You prepare executive board advices, council proposals, and administrative memos.
• You advise management, the portfolio holder, and the executive board on strategic issues within the Roads asset.
• You coordinate with other assets within the public space.
• You advise on the further development of asset management processes and management frameworks.
• You translate integrated societal and spatial assignments into the Roads asset.
• Demonstrable completed civil engineering, asset management, technical public administration, and/or directly comparable education at a minimum HBO Bachelor's level.
• Minimum 5 years of demonstrable work experience in the role of asset manager, road manager, and/or directly comparable position within a municipal organization.
• Demonstrable work experience with preparing management plans, multi-year maintenance programs, and investment plans.
• Demonstrable work experience with administrative advising and municipal decision-making processes such as executive board and council proposals.
• Demonstrable work experience with financial translation of management tasks into budgets and investment credits.
• Available for an average of 24 to 32 hours per week for the entire assignment, including any extensions.
• You have demonstrable work experience with preparing management plans, MJOPs (Multi-Year Maintenance Plans), replacement, and investment programs.
• Demonstrable work experience as an official client for civil engineering projects.
• You have demonstrable work experience with administrative advising and preparing executive board and council proposals.
• Demonstrable work experience in the role of asset manager, road manager, and/or directly comparable position within a municipal organization.
