BACKGROUND & MANDATE
Our client in the Swiss public sector is looking for a Senior Business Analyst who also takes on part of the Product Owner role according to SAFe. The client operates a central case management system in which business cases are structured and electronic files are managed. More than 1,000 users work with it in a workflow-based manner; in addition, cantonal bodies, other federal authorities and a court instance access it with controlled rights. Technically it runs as the core module of an e-government ecosystem on a Platform-as-a-Service, closely interlinked with a broad network of surrounding systems.
The focus is on stable operation and continuous further development, delivered in a hybrid approach combining HERMES and SAFe. The role additionally covers parts of the Product Owner role: translating requirements into epics, features and user stories, maintaining and prioritising the team backlog, designing tests and accepting user stories. As a secondary deliverable, the role contributes to a parallel replacement programme.
Three formal points determine participation: a valid CPRE Foundation certification or equivalent, German at least C1 together with French at least B1 (each with proof), and a valid personnel security screening before the start of employment. Services are delivered on site in the Bern area.
