Job description

As a Chain Test Coordinator for the Dutch Tax Administration, you will be responsible for organizing and executing end-to-end solution tests for information provision systems, involving various internal and external stakeholders.

Project overview

Assignment Description

As a chain test coordinator within the Tax Administration, you assess the quality of complete solutions for information provision. You organize the solution test for the acquisition, processing, and availability of (international) data. You create the schedule, assess risks, prepare the test, and execute it. You process the results in a report and release recommendation for the business. In short: you have the overall overview throughout the entire process.

This is a challenging role because you fulfill a challenging dual role. On the one hand, you take on the coordination of the solution test, and on the other hand, you are responsible for the complete design and execution of the test.

In this role, you also bring together a large number of internal and external parties. Together, you work towards a successful solution test. You connect the development teams within the agile release trains of the department with administrators and users, colleagues from other IT domains, and chain partners at home and abroad. Think of banks, the UWV, the Sociale Verzekeringsbank, and foreign tax authorities.

You liaise with all involved parties in their own language and oversee the coherence with and between business processes. Various batch and office systems are therefore no problem for you. You will deal with Mainframe, COBOL-CICS-DB2, and Java. Through various release trains and with a short-cycle approach, you work with conviction towards the deadline. You keep an eye on your own planning and that of the many involved parties.

Background Assignment

As a chain test coordinator, you are part of a specialized System Team with a total of twelve employees, including several chain test coordinators. You focus on systems for various data: from pension and insurance data to international (financial) data. As part of this team, chain tests are organized and executed for three trains (Agile Release Train/ART): Customer Data, Enforcement & Income, and Data Renewal.

Within IT, you will be deployed in the Generieke Voorzieningen (GV) unit, Data department. GV/Data is part of the IT organization, which stands for the information provision of the entire Tax Administration and aims to optimally support the service.

Data is responsible for the Information Provision of the operational organization CAP/Data for customer registrations, the acquisition, management, and availability, monitoring, and maintenance of data quality, and connections to the system of Basic Registrations.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Liability for Employees Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can request the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.

Please note that the costs for this statement are at your own expense.
