Job description
Seeking a Senior Product Owner to maximize the value of the digital reporting obligation product and support the development team. The role involves translating business needs into user stories, managing the backlog, and collaborating with stakeholders.
Project overview
Assignment Description
The Product Owner is responsible for maximizing the value of the (business) product and the work of the Development Team. How this is done varies greatly by organization, Scrum Team, and individual. For example, a Product Owner working in a policy department may have a more process-oriented role that does not fill their time completely. A Product Owner at, for example, the development department of an executing organization will likely fulfill this role full-time and be more content-focused.
The Product Owner is the only person responsible for managing the Product Backlog as stated in Scrum. In SAFe, this is called the Program or Solution Backlog or Team Backlog. In a SAFe environment, the Product Owner focuses more on the Scrum team than on other matters such as the outside world. The latter is often handled by the Product Manager.
As a Product Owner, you are the translator of technology to policy (and vice versa) for the team and the ambassador of the Digital Reporting Obligation. You communicate with stakeholders within DV&O, police, the Public Prosecution Service, and municipalities, manage and prioritize the backlog, and, together with the team, ensure good specifications. In the form of a plan, you establish clear goals per phase and release in close consultation with stakeholders.
Within the team, as Product Owner, you represent the interests of the Business Owners of the Digital Reporting Obligation and strive for ever-improving service delivery to our users.
Work activities for the coming period:
Organizational context and culture
On behalf of the Ministry of Justice and Security, work is being done on the technical realization of a digital reporting obligation, in addition to the existing physical reporting obligation. Previously, preliminary research was conducted into the possibility of establishing a digital reporting obligation, and the functional requirements were mapped out, among other things. The digital reporting obligation trajectory focuses on realizing a Mini ID, with which the person obliged to report can report after receiving a notification to report.
A pilot is currently underway with twelve municipalities in the Netherlands with a full execution of the entire digital reporting obligation process. A mayor can impose a no-go area and a digital reporting obligation as an administrative measure in cases of serious or repeated disturbance of public order around football matches. The pilot is expected to run until the beginning of the summer of 2027. During this phase and afterwards, an evaluation will take place. The results of this will be included in the follow-up proposal for the national rollout of the digital reporting facility.
The pilot has several objectives:
- Translate business needs into user stories
- Discuss and prioritize user stories with software supplier
- Test delivered functionality
- Advise on the use of technical tools
- Advise on technical solutions regarding the Digital Reporting Obligation
- Coordinate implementation moments with software supplier
- Issue solving: for issues, consult with supplier and functional management on the solution direction
- Demonstrate the operation of the Mini ID
- Advise/inform steering group upon request about technical progress or decisions to be made regarding the project.
- Gain experience with individuals subject to the reporting obligation who are using the Mini ID;
- Experience how the chain work process proceeds and adjust if necessary;
- Map the capacity and costs for the execution of the digital reporting obligation for the parties involved;
- Evaluate during and after this phase and include the results in the decision on the broader implementation of the digital reporting facility in municipalities with a BVO.

Additional information
When you offer a professional to us as a supplier and they are placed, we need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are at your own expense.
