Program Information Transition
PZH has been working on the Information Transition since 2023, a comprehensive change program with a significant ICT component that affects all 2200 employees, managers, and directors of PZH. The Information Transition program has three main focus areas:
By achieving these goals, the Information Transition lays the substantive foundation for the digital transformation in the tasks and organizational units of PZH. The program convinces by gaining support from vision, developing a clear strategy, and translating it into execution. Much involvement from the organization itself is needed, as the mentioned focus areas will require structural attention and effort even after the program's completion.
The Information Transition program works under architecture. A target and program architecture has been developed. The past year has been spent on various project start architectures and solution architectures for the realization or reorganization of resources. The architecture focuses on various interconnected components:
- Minimum HBO (higher professional education) work and thinking level in the ICT field, demonstrable through education or relevant work experience.
- Minimum 10 years of demonstrable experience in leading complex IT migrations or IT transitions, involving multiple technical teams, suppliers, and organizational units. Note; at least 10 years of demonstrable experience with all mentioned aspects must be visible in the 'application form quality DOS-2026-0005019'.
- Minimum five years of demonstrable experience with Agile/SAFe in a coordinating or managing role, for example as Product Owner, Product Manager, Epic Owner, or migration manager.
- The candidate has at least five (5) years of demonstrable work experience in preparing and coordinating complex production migrations, go-lives, and handovers to management organizations.
- The candidate has at least five (5) years of demonstrable work experience within a provincial and/or other government organization.
- The candidate has at least five (5) years of demonstrable experience in organizing, coordinating, and managing release management and change processes within complex IT environments.
- Degree of demonstrable work experience in leading complex IT migrations or IT transitions, involving multiple technical teams, suppliers, and organizational units;
- Degree of demonstrable work experience with Agile/SAFe in a coordinating or managing role, for example as Product Owner, Product Manager, Epic Owner, or migration manager;
- Degree of demonstrable experience in preparing and coordinating complex production migrations, go-lives, and handovers to management organizations;
- Degree of demonstrable experience in organizing, coordinating, and managing release management and change processes within complex IT environments. In this, you have demonstrably held responsibility for the preparation and execution of releases, go/no-go decision-making, management acceptance, and the controlled handover of systems and facilities to the regular management organization (line management):
- Degree of demonstrable experience within a provincial and/or other government organization;
- In addition to your CV, we ask you to outline your vision and approach to the design and implementation of the application chain for supporting the data lifecycle of documentary data in a maximum of 1 A4 page. In your vision, address the development of the architecture, its content, and the way you organize the architecture;
- Sustainable Accessibility ('getting things in order'): sustainably organizing information management and all related ICT resources and processes. Cleaning up and improving the quality of data and information is also part of the scope.
- I-governance & I-control ('keeping things in order'): PZH wants to steer the data and information domain. The program is developing an 'elegant' control and management model, without unnecessary bureaucracy, with necessary processes, bodies, and roles. Creating support for this subject within the PZH organization, at all levels, is crucial for the success of this transition. Failure to establish governance has led to the dilution of previous initiatives in the area of basic order and cleanup. Doing nothing is not an option.
- Data-Driven Working ('using what is in order'): together with the organization, PZH is taking the next step in maturity in the use of data and information, towards a uniformly functioning PZH organization. PZH currently has various initiatives in the area of data-driven working. The Information Transition is developing the fundamental basic conditions in terms of people, technology, processes, organization, and data to structurally implement and safeguard data-driven working.
- The digital work environment: Microsoft 365 forms the platform for digital collaboration. The architecture describes how this environment interacts with the document management system (DMS/RMA), which fulfills the role of the central archive and legacy platform, the workflow functionality, and solutions for collaboration with external parties.
- Document and information management: the DMS/RMA for the central archive and legacy system plays a central role in the sustainable preservation of information, the management of archive and legacy data, and the support of the information lifecycle. The connection to M365 and other applications is essential to manage information in the right place and under the right conditions.
- Integration and data exchange: the integration architecture guides how applications exchange information, for example via the service bus. Agreements on data structures, metadata, and authorizations must ensure that information can be transferred reliably and controlled between systems.
- Process management and central search: the process catalog (I-Navigator) helps to define processes unambiguously and link them to the associated information and retention periods. In addition, the architecture for central search is being developed, so that information from various connected sources can be found.
- Integrated data platform and data catalog: together, these two elements form a unit that creates the basis for data-driven working. Sustainable accessibility is part of the architecture.
