General:

The senior Project Management Officer (PMO) at sector PPI (Project, Program, and Interim Management) is appointed to play a role in achieving the change goals of the police leadership. This concerns change goals that, in the broadest sense, relate to the harmonization, development, and innovation of work processes and deliverables of the police, the Police Service Center, and the police's chain partners.

Assignment:

The Code of Criminal Procedure (from 1926) is important for police work. After more than a century, a new Code of Criminal Procedure will be introduced in 2029. It will come into effect on April 1, 2029, as a 'big bang'. This will have a major impact. It is important that education is developed in time so that all colleagues are informed about the new rules in a timely manner. The 'Leeropgave NWvS' (Learning Task New Code of Criminal Procedure) is about the retraining trajectory for 60,000 police officers, adapting current PA and OBT curricula, and adapting the validated content in the knowledge systems.

To shape this task, a 'Leeropgave NWvSv' program has been established within the Police Academy, which is part of the force-wide NWvSv program. Do you want to be part of this major change? Then this vacancy is interesting for you.

As the PMO for the 'Leeropgave van het nieuwe Wetboek van Strafvordering' (Learning Task of the new Code of Criminal Procedure) project within the PA, you will be the supporting factor within the team. You will ensure that the PA Learning Task prepares to contribute its share to the execution of all tasks. You will approach this project-wise and identify the key issues that need to be addressed. You will act as the organizational memory of the Learning Task. You will monitor agreements made, decision-making, and their follow-up, and ensure that information and documentation are sustainably secured.

In this role, you will look ahead, prepare recurring meetings, identify points of attention, and ensure timely follow-up. This rhythm will enable you to monitor the integral coherence within the Learning Task, maintain an overview of ongoing actions and dependencies, and, in collaboration with the program manager, ensure that the right topics land on the right tables in a timely manner.

Activities/Tasks, Responsibilities & Objectives

You are responsible for the connection between people, processes, planning, finances, and securing decision-making, ensuring that the Learning Task functions as a whole.

You assist in preparing and monitoring plans and schedules, identify deviations, and prepare progress reports.

You set up project administration, maintain contact with the controller to monitor budgets and their expenditure, and guide procurement procedures.

You are responsible for securing information, correspondence, and decision-making, so that matters remain traceable.

In collaboration with the program manager and/or other stakeholders, you prepare meetings and handle the minutes.

You monitor the follow-up of action points and organize risk and issue management, playing a signaling role to the program manager.

Communication from the project or program and resource and stakeholder management are also in good hands with you.

You are the central point of contact for your colleagues.

You help make appointments and organize meetings.

Professional Work Experience & Knowledge

You have an HBO diploma or demonstrable HBO work and thinking level.

Minimum of four years of experience as a PMO in large-scale (ICT) projects.

IPMA certification (IPMA-D or IPMA-PMO).

Experience with Prince2 and Agile working and the Scrum methodology.

Work experience in (semi-)government is a plus.
