Strategic Program Manager

Project overview

The Strategic Program Manager leads complex, organization-wide change programs within the IT directorate.

Profile of the suited interim professional:

• Develop vision, strategy, and roadmap of the program together with clients and stakeholders
• Establish a programmatic approach and manage governance, planning, dependencies, risks, finances, and capacity
• Manage the coherence between projects, teams, suppliers, and organizational units
• Realize complex transitions and migrations in the areas of processes, technology, and organization
• Ensure alignment between customers, service units, and internal organizational units
• Monitor timely decision-making, manage escalations, and remove bottlenecks
• Ensure compliance with frameworks for architecture, security, privacy, compliance, and continuity
• Monitor the realization of program objectives within time, budget, quality, and risk
• Implement communication, stakeholder, and change management for support and adoption
• Coach project managers and program staff
• Lead programs in the areas of cyber resilience and information security, in accordance with CBW, NIS2, and ISO 27001
• Education and experience with reference models SAFe, IT4IT, and ITSM
• Minimum 5 years of demonstrable experience in large-scale data center environments
• Minimum 7 years of experience in leading complex strategic programs in a VUCA environment within the public sector
• Minimum 5 years of experience with stakeholder management and change management
