Project overview

Please note! This request is not intended for freelancers. You will manage various IdM systems based on Microsoft Identity Manager (MIM), which are responsible for IDU processes, the lifecycle of employee accounts, and the distribution of data to downstream systems. Because you have insight into the (information) chains, you are the bridge between our clients and the developers. Does a client want a connection to a new facility or, for example, additional functionalities in an application? Then you translate the customer's request into a functional description and a technical design.

You will take the established architecture into account. Once the developer has built the solution, you will, together with the tester, arrange, execute, and evaluate the acceptance tests. The maintenance of the various IdM systems is also in good hands with you. You will roll out new releases in the OTAP street and provide updates to applications, servers, and databases, for example. An important part of the role is providing user support and incident handling. You will actively contribute to optimizing the application management of these systems.

Together with your colleagues, you will manage and develop the IdM systems and associated connections for 6 departments, through which identities are supplied to target systems. In doing so, you will provide solutions where personal data and their mutations are transferred safely and correctly to the right applications in the chains. This ensures good support for the onboarding, transfer, and offboarding processes. The various techniques involved in the connections make your work extra challenging.

You will liaise with the user, the (functional) administrators of other systems, and the administrators of technical components in the chain. Think of network, database, and server administrators. Because we are the ICT service provider for and by the State, and are proud of our public task and the large-scale projects that matter.

The origin of SSC-ICT At the beginning of this millennium, all ministries managed their ICT workplaces for their civil servants independently. To create one efficient and uniform line for this service, the various ICT organizations bundled their activities. Over the years, there have been various compositions and names, but SSC-ICT has been a fact since 2014. Where are we now? SSC-ICT has grown into an organization of approximately 1,200 employees and contributes to a modern state service with secure, flexible, and effective ICT services. We provide these services to the following ministries:

• Justice and Security
• Foreign Affairs
• Infrastructure and Water Management
• Social Affairs and Employment
• Public Health, Welfare and Sport
• Finance ICT must always be available and is increasingly crucial for the primary processes of these ministries. Our state colleagues work at various locations and on various devices: via desktop and laptop, but also on tablet and smartphone. Speed and flexibility are becoming increasingly important. Providing ICT for and with the State is a challenging task. The field of work is diverse and the security requirements are high. Where are we heading? SSC-ICT Business Unit IT Application Services (BAS) The main task of this business unit is to provide services that meet the unique needs of one or a few clients. Such services are often related to one specific primary process of that client and thus have limited potential to be offered to multiple clients. Requirements Minimum 2 years of work experience as a (technical) project manager. You have completed at least 1 assignment where Identity Management played a role. Desired
• Experience with the Microsoft Identity Manager (MIM/FIM/ILM) application
• Experience with reading and writing SQL queries.
• You have experience writing scripts in PowerShell.
• You have broad general ICT knowledge, allowing you to communicate with colleagues from network, database, and server management, for example.
• You have experience with data exchanges via at least one of the following methods; SOAP, XML, LDAP, and/or APIs
• Candidate fits within the organization and understands the assignment Competencies:

• You can translate customer requests into functional descriptions;
• You are communicatively skilled. Additional Information When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act. The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement will be borne by you.
