ATTENTION: This assignment is not available for direct self-employed deployment. Deployment is only possible through a secondment agency/supplier or through a payroll/employment arrangement. The work will be carried out under the direction and supervision of a public executive organization, therefore independent deployment is not permitted. Offering suppliers must be able to be included in the chain. For this, WAADI registration and a G-account are required.

Candidates who wish to participate as self-employed individuals can only be proposed when they are deployed through an authorized secondment agency or employment arrangement.

Assignment Description

For Wetterskip Fryslân, we are looking for an experienced Test Coordinator who will be responsible for the integrated quality assurance during the implementation of a new Maintenance Management System (OMS) and a Geographic Information System (GIS). Within this project, asset, object, and geographic data will be migrated from existing systems to new solutions. As Test Coordinator, you will be responsible for coordinating test activities and monitoring the quality of processes, systems, data, integrations, and user acceptance.

You will work closely with the project manager, suppliers, administrators, process owners, and key users, and advise on the quality and readiness of the systems for commissioning.

Activities

Develop an integrated test strategy, test approach, and test plan.

Coordinate functional tests, integration tests, migration tests, and user acceptance tests (UAT).

Develop test scenarios and test scripts for asset management, maintenance, and geo-information processes.

Monitor data quality, completeness, and reliability during migrations.

Validate system connections and data exchange between OMS, GIS, and the data platform.

Organize and guide key users, administrators, and process owners during test execution.

Set up and coordinate the findings process and follow-up with suppliers.

Identify risks, dependencies, and quality issues.

Advise on release decisions, Go/No-Go moments, and commissioning.

Hard Requirements

Completed relevant higher professional education (HBO) or university (WO) degree.

Minimum of 3 years of demonstrable experience as a test coordinator within complex ICT implementation projects.

Experience with data quality and data migrations of asset, object, and/or geographic data.

Experience with chain testing where processes, systems, data, and integrations are validated jointly.

Experience with preparing and guiding user acceptance tests.

Demonstrable experience with validating the coherence between asset data, object registrations, geo-information, system connections, and maintenance processes within an integrated OMS/GIS environment.

Experience with projects involving multiple suppliers.

Wishes / Preferences

Experience with at least one implementation of an OMS, EAM, or asset management system.

Experience with at least one GIS implementation.

Experience in translating test results into risks and conditions for Go/No-Go.

Experience within Agile/Scrum project environments.

Knowledge of asset management and maintenance processes within, for example, water boards, municipalities, provinces, or other asset-intensive organizations.

An independent and critical attitude towards quality.

Ability to connect users, project teams, and suppliers.

Pragmatic and decisive in assessing risks towards go-live.

Additional Information

Interviews will take place on November 19, 2026, in the afternoon. A Certificate of Conduct (VOG) is required upon appointment. CV maximum 5 pages, written in Dutch, including motivation. The candidate must be employed by the offering organization. Self-employed professionals are not eligible.
