Project overview

For our client, the Swedish Police Authority, we are looking for a consultant for the assignment below:

Assignment Description:

For the Swedish Police Authority, we are looking for an Assignment Manager (Project Manager) to lead assignments and teams within the Processing and Analysis section.

Within the section, a number of development assignments are ongoing concerning the authority's processing and analysis systems. Examples include the development of capabilities for the police's information supply and, among other things, a system for managing ongoing and planned events within national and regional control centers.

This assignment involves working together with the teams that jointly develop and manage the above products. It is an agile, self-organizing team, and great emphasis will be placed on personal qualities that fit into the team.

Requirements

Start Date: December 27, 2026, or as soon as possible after approved background check

End Date: December 26, 2027

Option for extension: December 26, 2029, the Swedish Police Authority can utilize all or part of the option period.

Security Process:

The Swedish Police Authority places high demands on the consultant's security and confidentiality awareness. A security assessment with a background check and the signing of a security protection agreement according to the Security Protection Act (2018:585) may be carried out by the consultant or the consultant's employer before the Assignment Agreement can take effect. The security assessment is financed by the subcontractor. In some cases, Swedish citizenship is required.

Financial Control:

To ensure stability, the supplier must submit an economic background check via UC showing the company's risk class. If a subcontractor (UL) is hired, a separate check must also be attached for them. All certificates submitted for verification must not be older than three months from the last submission date.

Bid Evaluation: (Ework makes the selection)

Ework will make an initial selection and present bids to the client for final evaluation.

Interview:

The consultant/supplier may be called for an interview if necessary to verify qualification requirements.

Contractual Terms:

The terms for the assignment will be based on Ework's framework agreement with the client. Please review the terms in the attachment "Swedish Police Authority Supplier Agreement", see "Documents/Links".

• The consultant must have at least fifteen (15) years of documented experience in leading and working in agile teams. The assignment(s) must have been carried out in IT departments within the public sector, with at least three (3) of the assignments lasting for at least five (5) years within the last ten (10) years.
• The consultant must have documented experience from at least three (3) assignments leading and being responsible for a project/assignment involving change management. The assignment must have had a scope of at least three (3) years and been carried out within the last five (5) years.
• The consultant must have at least ten (10) years of experience in assignments where consideration of laws and regulations within judicial authorities has been part of the assignment. The experience must have been acquired within the last fifteen (15) years.
• The consultant must have documented experience from at least two (2) assignments involving leading projects/assignments where at least three (3) system integrations have been carried out. The assignment must have had a scope of at least three (3) years and been carried out within the last five (5) years.
• The consultant must have at least five (5) years of experience working in Jira or an equivalent tool.
• The consultant must have at least five (5) years of documented experience in assignments or projects in the role of system architect. The assignment must have been carried out within the last fifteen (15) years.
• The consultant must have documented experience from assignments involving assignment management of and execution of feasibility studies.
• The consultant must have at least five (5) years of experience and knowledge of the information architecture within the Judicial System's Digitalization (RD).
• The consultant must have very good ability to express themselves in Swedish, both spoken and written.
• The consultant should have experience working in security-classified operations.
