He/She supports three project managers on a portfolio of about ten projects, representing a global budget of approximately 3 million euros. He/She provides a consolidated, reliable, and actionable vision to facilitate management's prioritization, arbitration, and decision-making.
- Play a central role in the steering and structuring of the Cybersecurity project portfolio.
- Lead teams under the direction and according to the vision of the Cybersecurity Program Director and the Portfolio PMO for management aspects.
- Support project managers and stakeholders to ensure controlled execution in terms of planning, budget, risks, resources, and quality.
- Provide management with a consolidated vision to prioritize, arbitrate, and make necessary decisions.
- The PMO is a facilitator of steering and decision-making. He/She does not limit himself/herself to producing reports or writing minutes: he/she ensures the quality of information, anticipates needs and deviations, highlights required arbitration, and actively contributes to project progress.
- The PMO will be proactive in proposing solutions for program topics.
- Portfolio Steering and Monitoring
- Develop, validate, and monitor the dashboards of three project managers, covering approximately ten projects and a global budget of approximately 3 million euros.

- Prepare and lead follow-up meetings with project managers and teams.
- Centralize key information and challenge project managers when data is incomplete, inconsistent, or insufficiently supported.
- Reporting, Governance, and Decision Support
- Transform reporting into clear, concise, and actionable information for management.
- Build and maintain consolidated dashboards: progress, budget, schedule, risks, resources, and key performance indicators.
- Prepare presentation materials for committees and meetings, as well as minutes.
- Formalize decisions, actions, responsible parties, deadlines, and points of attention, then ensure their follow-up until closure.
- Model concepts and ideas.
- Facilitate the emergence of necessary decisions and arbitrations rather than simply noting problems.
- Ensure the reliability, consistency, and timeliness of data communicated to management.
- Risk, Action, and Dependency Management
- Identify, document, and track risks, assumptions, issues, and dependencies in a RAID log.
- Alert promptly in case of deviation or major risk and contribute to the definition of corrective action plans.
- Identify dependencies between projects, teams, and suppliers, and facilitate their coordination.
- Track the execution and closure of actions within agreed deadlines.
- Financial Monitoring
- Monitor project budgets, expenses, and commitments.
- Compare the forecast budget with actual spending, analyze deviations and their causes.
- Participate in forecasts and budget re-estimations.
- Monitor supplier commitments and external costs.
- Initiate purchase orders, prepare contracts, manage administrative follow-up, and use associated tools.
- Resource and Capacity Management
- Consolidate team capacity, workload, allocations, and availability.
- Identify resource needs and highlight situations of overload or under-capacity.
- Facilitate resource arbitration between projects when necessary.
- Methods and Continuous Improvement
- Implement simple, effective steering processes that are actually used by the teams.
- Ensure the application and evolution of project management standards and best practices.
- Provide the necessary templates, tools, and management rules for steering.
- Capitalize on lessons learned and disseminate best practices.
- Creation, reliability, and punctuality of reporting, dashboards, and presentations.
- Quality of identification of actions, assignment of responsibilities, and follow-up until closure.
- Adherence to deadlines for reporting and meeting preparation.
- Project milestone achievement rate.
- Number and evolution of critical risks and issues.
- Quality of budget monitoring and control of the variance between forecast and actual budget.
- Visibility provided on capacity, workload, and resources.
- Rate of action closure within deadlines.
- Satisfaction of project managers and management.
- Continuous improvement and adoption of steering processes.
- Creation of project plans, program-level monitoring. Use of tools at discretion (any proposal will be considered, MS Project, Jira, Monday, Smartsheet, Planview, or other).
- Demonstrated ability to build relevant, reliable, and decision-oriented dashboards and indicators.
- Mastery of project management, portfolio monitoring, and governance.
- Very good command of Excel and PowerPoint.
- Good understanding of budget and financial monitoring.
- Higher education in project management, management, engineering, finance, business, IT, or a similar field.
- Confirmed experience in PMO, project management, portfolio management, or transformation.
