Jobbeschreibung
The COA (Central Agency for the Reception of Asylum Seekers) is looking for a Full Stack Automation Engineer to build and automate their IT systems. This role involves developing applications end-to-end and creating automated pipelines in Azure DevOps to improve software delivery for other teams.
Project overview
Job Description: Full Stack Automation Engineer Organizational Context The COA (Central Agency for the Reception of Asylum Seekers) is responsible for the reception and guidance of asylum seekers in the Netherlands. Our services require reliable, transparent, and well-organized information provision. The ICT department plays a central role in this by structuring systems and processes in such a way that they effectively contribute to our societal task.
What you will do The COA is an organization that constantly adapts to the political and social reality. This requires IT that can switch gears quickly. You will build that IT from start to finish: the screens that colleagues at reception locations work with, the back-end and connections behind them, and the pipeline that brings everything to production. That's not all. You will look at how our teams build, test, and deliver software, and you will remove manual work. You will build pipelines and paved roads in Azure DevOps that other teams use without you having to be present.
You will make quality, privacy, and information security checks part of that pipeline, so they run automatically. You will collaborate with colleagues working on the renewal of our tech landscape and with our security and privacy colleagues. Together, you will ensure IT that enhances humane reception.
Concrete tasks and responsibilities
The Team The Reception and Chain team is part of COA ICT. TOK develops and manages applications that are essential for the daily operations of the COA, from systems for employees at reception locations to information exchange with municipalities and chain partners. We work hybrid and are physically present 2 days a week. We share knowledge in working groups and guilds.
Why Full Stack Automation Engineer at the COA?
Who are you?
First and foremost, you are a solid engineer who is comfortable with the entire stack. You write good software, you think about maintainability, and you know that a demo is different from something running in production. If you see manual work that is repeated three times, you automate it. You are curious about new tools but pragmatic enough to see what lasts. You are also entrepreneurial. You don't wait to be assigned a task: you see an opportunity, break it down small enough to demonstrate, and seek out the people you need.
You explain what you build in a way that colleagues can continue with it themselves, without oversimplifying it.
You have:
Other information
- You will automate our development pipeline in Azure DevOps, from commit to delivery, so teams deliver faster and more reliably.
- You will build pipelines and paved roads: reusable solutions that other teams use without you having to be present.
- You will develop and maintain applications full stack, from data model and API to user interface, in [TO BE FILLED IN: front-end and back-end stack].
- You will translate the frameworks around privacy, information security, and the AI regulation into guardrails and automated checks in the development pipeline, together with our security and privacy colleagues.
- You will build AI functionality where it adds value, with the AI harness and shared building blocks for prompting and context, and ensure evaluation and monitoring so we can see if a solution does what it's supposed to do.
- You will use AI in the development process itself and assess where it helps and where it doesn't.
- You will document choices in documentation and working examples, so your work is transferable and not dependent on one person.
- You build the entire chain. From database to screen and from commit to production.
- Your automation will become the standard. The pipelines and paved roads you build will be used by all teams.
- Your work impacts people. The systems you build are used by colleagues at reception locations and contribute to the reception of residents.
- You will use AI where it truly helps, with evaluations and guardrails included from the start.
- Minimum HBO work and thinking level, with a relevant study background.
- Minimum 5 years of experience as a full stack software engineer.
- Experience with front-end and back-end development in [TO BE FILLED IN: front-end and back-end stack].
- Experience with CI/CD and automating the software development lifecycle (SDLC), from commit to delivery.
- Experience building reusable building blocks and paved roads: solutions that other teams use without you having to be present.
- Experience translating frameworks around privacy, information security, and responsible AI use into guardrails and automated checks.
- Experience building applications based on large language models (LLMs) up to and including production, including evaluation and monitoring.
- Experience with an AI harness or shared building blocks for prompting and context.
- Experience using AI in the development process itself, and an understanding of where it helps and where it doesn't.
- Experience in a public or otherwise highly regulated environment is a plus.
- Experience guiding or coaching development teams is a plus.
- Hybrid working is possible; presence in The Hague is expected on two fixed days (to be agreed upon).
- A Certificate of Conduct (VOG) is required before the start of the assignment.
