Portfolio Manager (Interim)

Project overview

The assignment focuses on further establishing and securing ICT portfolio management within the organization.

Profile of the suited interim professional:

• Further develop and improve the current setup of portfolio management
• Optimize and establish the portfolio process for intake, assessment, prioritization, decision-making, monitoring, adjustment, and termination of initiatives
• Create, manage, and keep up-to-date an integrated ICT portfolio with clear basic data and ownership
• Develop a transparent, objective, and repeatable prioritization framework
• Establish organization-wide governance with roles, responsibilities, mandates, consultation structures, and escalation routes
• Create and maintain periodic portfolio dashboards and management reports on progress, costs, benefits, risks, and capacity
• Visualize available and required capacity of the I&A teams and make proposals for allocation and phasing
• Document working methods, formats, and management agreements for structural use of portfolio management
• Create and guide an implementation and securing plan, including knowledge transfer
• Prepare a final report with achieved results and recommendations for further development
• Minimum completed HBO bachelor's degree
• Minimum 4 years of experience in a role as portfolio manager, strategic advisor, implementation manager, or similar role
• Minimum 2 years of experience, gained in the last 6 years, with setting up, implementing, and further developing portfolio management within a municipality or government organization
• Experience with shaping governance, prioritizing change initiatives, capacity management, and reporting to management or board
• Experience with the implementation and lasting anchoring of new working methods, roles, responsibilities, and processes
• Available from December 1st for at least 32 hours per week for the duration of the assignment
