Portfolio Manager (interim)

Project overview

In the role of portfolio manager, you will further shape and build out ICT portfolio management into a workable, secured approach.

Profile of the suited interim professional:

• Further develop and improve the existing setup of portfolio management
• Optimize and establish the portfolio process for intake, assessment, prioritization, decision-making, monitoring, and closure of initiatives
• Compile and maintain an integral ICT portfolio with clear basic data and ownership
• Develop a prioritization framework for transparent and objective assessment of initiatives
• Establish an organization-wide governance with roles, mandates, consultation structures, and escalation routes
• Prepare periodic dashboards and management reports on progress, costs, risks, and capacity
• Map available and required capacity of all I&A teams, including proposals for allocation and phasing
• Document methods, templates, and management agreements for sustainable use of portfolio management
• Prepare and guide an implementation and securing plan, with attention to knowledge transfer
• Deliver a final report with results, development points, and recommendations
• Completed HBO bachelor's degree
• Minimum 4 years of work experience in a role as portfolio manager, strategic advisor, implementation manager, or similar function
• Experience with implementing and structurally anchoring new working methods, roles, and processes
• Availability from December 1st for at least 32 hours per week for the duration of the assignment
• Minimum 2 years of work experience, gained in the last 6 years, with setting up and further developing portfolio management within a municipality or government organization
• Experience with setting up governance, prioritizing change initiatives, capacity management, and preparing administrative reports
