Jobbeschreibung

Seeking a Senior IT PMO to manage project portfolios, focusing on both transverse entity-wide methodologies and specific program/project support within the Health and Pharma sector.

Project overview

Our client in the Health and Pharma sector is looking for a Senior IT PMO – Project Management Officer (M/F).

Mission Description:

Service Context:

The DDSI Studies & Project team manages the DDSI project and program portfolio. It is organized into poles (one Project pole and three Program poles) and relies on a transverse team responsible for project methodology, management tools, governance, and consolidated reporting for the entity.

As part of strengthening this structure, the team is looking for a Senior PMO reporting to the project manager.

The service involves a dual role, in roughly equal parts:

This distribution is indicative and may vary depending on the entity's priorities; the assigned pole may change during the mission. The PMO also acts as a link between the two roles: they relay field needs to the project team and implement methodological and tool evolutions decided at the transverse level within their pole.

Service Description

Ideal Profile:

Essential Skills/Qualities:

PMO and IT portfolio management, Project governance and methodologies, Consolidated reporting and dashboards, Budget and risk tracking and analysis, Planisware, Jira and ServiceNow, French and English

  • A transverse role for the entity (≈ 50%): methodology, tools, management data, governance, and consolidated reporting, serving all poles and the entity's management.
  • A pole-specific role (≈ 50%): PMO for a pole, working in tandem with the pole manager and supporting the program directors and project managers of that pole.
  • Transverse Role
  • Cockpit (≈ 50%)
  • Continuous Improvement
  • Contribute to initiatives for harmonizing and simplifying practices (standardizing templates, streamlining processes, aligning with other DDSI entities within the framework of ongoing organizational changes).
  • Examples of Transverse Team Initiatives
  • Governance: Prepare and provide tools for the entity's transverse bodies.
  • Project Methodology: Maintain and evolve the project and program management framework, as well as associated documentation (procedures, appendices, deliverable templates).
  • Project Framework: Implement DDSI process evolutions (Demand Management, Build to Run, Security/Quality, decommissioning and rationalization, Data) in supports and tools.
  • Project Manager Community: Sharing sessions, support and onboarding for new internal and external team members, capitalization and dissemination of lessons learned (REX).
  • Management Tools: Produce and evolve the entity's dashboards and indicators (progress, workload, budget, risks, milestones) and ensure their quality and accuracy.
  • Reporting Automation: Contribute to industrialization and automation.
  • Pole Role
  • Pole PMO (≈ 50%)
  • Management of the pole's portfolio, in tandem with the pole manager
  • Maintain a consolidated view of the pole's projects and programs: schedule, milestones, workloads, budget, risks, dependencies, and interfaces with other poles.
  • Prepare and facilitate pole meetings (portfolio reviews, weekly check-ins, committees) and ensure minutes and action tracking.
  • Ensure rigorous and continuous budget monitoring for the pole at the resource, contract, project, and program levels: commitments, consumed and remaining, variances, alerts, forecasts, and preparation of budget cycles.
  • Specifically monitor budget and contractual aspects related to suppliers (technical assistance and fixed-price contracts) in collaboration with project managers and program directors, and manage contingencies.
  • Track pole staffing: internal and external resources, joiners and leavers, workload/capacity balance.
  • Support for Program Directors and Project Managers
  • Assist in applying the HARP methodology: gate preparation, completeness and quality of deliverables, adherence to quality and security requirements.
  • Provide support in building schedules, business cases, committee dossiers, and project/steering committee materials.
  • Verify the updating and quality of project data in the tools, challenge data, and reported alerts.
  • Provide organizational and logistical support to project teams for all pole project and program meetings.
  • Proven experience as a PMO within a central IT entity or a program structure managing a project portfolio, with transverse responsibilities supporting project/program directors and project managers.
  • Demonstrated ability to simultaneously hold a transverse role (methodology, tools, consolidated reporting) and a PMO role supporting an operational team, and to arbitrate priorities between the two.
  • Experience in producing and validating portfolio reporting from multiple sources (budget consolidation, dashboards, indicators).
  • PMO experience in various industry contexts on IT subjects close to the business: trade-offs, project portfolios, support for Project Managers (CP) / Program Directors (DP).
  • Operational project management experience would be a plus, but profiles primarily focused on CP or DP are not compatible with this mission, which requires clear PMO positioning skills.
  • Proven skills in writing, presentation, organization & project/program governance, synthesis, budget tracking and analysis, risk tracking and analysis, and planning for simple and complex projects.
  • Proficiency in formalizing processes and methodological supports intended for dissemination and facilitation within a community of project managers.
  • Good knowledge of management tools such as Planisware, Jira, ServiceNow, Teams, SharePoint, Excel, PowerPoint...; an interest in data visualization and automation (Power BI, Power Platform) is appreciated.
  • Autonomy, proactivity, and ability to work with numerous stakeholders.
  • Excellent oral and written communication skills in French and English.
  • Pedagogical: Ability to explain and transmit knowledge, to train on tools.
