Job Description

In the role of Team Lead Confidential Information Platform O&B at DICTU, you are responsible for strengthening motivation and job satisfaction within your team, and you also steer performance in line with DICTU's strategic objectives. You ensure the development of your employees by supporting them in their growth and you contribute to the realization of important IT projects that have an impact on society. As a servant leader, you are able to optimally utilize your team's strengths by listening, coaching, and inspiring.

The department is in full development. Partly due to the client's choices, it is not yet fully clear what the VI Platform will look like in a year. That is why we are looking for a team leader who not only ensures continuity but also actively contributes to the further development of the department and advises on the consequences of intended choices for the team. As soon as decisions have been made and the course is clear, your responsibility will explicitly lie with the execution.

You will provide direction for the change, translate decisions to the team, and guide employees whose roles, activities, or team are changing. You will ensure clarity, monitor progress, and support employees during the transition to the new situation.

Background of the assignment

The VI department manages the platform for applications that concern all of us in the Netherlands, such as population registration, passports, and ID cards. We pay a lot of attention to the security of this data by applying modern techniques. Because we do not want this data to be easily leaked. Due to the many improvements and adjustments in the areas of privacy, more control over your own personal data, making this data available centrally and up-to-date, and data minimization when issuing this data, the latest ICT standards are necessary to fulfill this ambition.

Think of hybrid cloud solutions, container technology, API management, multi-factor authentication (MFA) solutions, and all this within a Zero Trust Architecture (ZTA). All of which are very important to keep the Netherlands running. The continuity, security, and confidentiality of the data are therefore absolute top priorities, which makes the work very challenging. Where the drive for innovation and up-to-date expertise is a requirement and your creativity and curiosity will certainly come into their own.

Requirements

Assignment is not suitable for ZZP'ers due to DBA law. A completed HBO or higher education in computer science or business administration.

Wishes

Demonstrable experience in guiding teams through complex changes with conflicting interests, supported by concrete projects and role descriptions in CV or motivation. Demonstrable experience in line management of ICT teams.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we need information from you as a contractual party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.
