Project overview
Assignment Description
For the implementation of Generic Access Management within the Tax Administration, the IBM solution Verify Access is being implemented. This is a step-by-step process where the foundation is laid first, after which the various portals of the Tax Administration are connected.
For this assignment, we are looking for a security expert with demonstrable experience in implementing this solution for other clients. It concerns hands-on delivery capabilities based on knowledge of the package and the integration aspects it entails.
Background of the Assignment
The scope of Access Management is broad within the Tax Administration (hence referred to as Generic Access Management, GTM) and applies to obtaining access for citizens, entrepreneurs, their helpers, and employees of the Tax Administration.
Triple Objective:
- Citizens, entrepreneurs, and their helpers will gain access to all connected services with GTM (in principle, all BLD services should connect to GTM in the future).
- Employees who assist citizens and entrepreneurs can optimally support the person seeking help with Access Management in one go.
- All employees of the Tax Administration can use all the applications they need to do their work in one go with Access Management.

Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Client Liability Act (Wet keten- en inlenersaansprakelijkheid).
The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.
We cover these risks for our clients through a blocked account, the G-account.
This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.
The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad.
You can apply for the G-account from the Tax Administration.
If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter.
In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are at your own expense.
- Only offer Dutch-language CVs and candidates must speak Dutch perfectly.
- Assignment is less suitable for ZZP'ers (freelancers) due to wet DBA (Act on the legal status of employment).
