Advisor Concern Control (secondment)

Project overview

The assignment focuses on strengthening financial control, internal governance, and legality within the municipality.

Profile of the suited interim professional:

• Identifying and assessing strategic, financial, and organizational risks, including those related to major projects and affiliated parties
• Advising on the manageability of municipal tasks and the design of governance
• Acting as a critical sparring partner for the executive board, management, and administration
• Strengthening the Planning & Control (P&C) cycle, including budgeting, executive reports, and annual accounts
• Advising on financial management information, budget control, and financial sustainability
• Contributing to the professionalization of internal control and accountability for legality
• Reviewing the management letter and the outcomes of the annual accounts audit, and translating these into concrete improvement actions
• Updating financial regulations and policy frameworks in accordance with current laws and regulations such as the BBV (Budgetary Framework for Municipalities)
• Completed education in accountancy and/or controlling at a minimum HBO Bachelor level
• Minimum 5 years of work experience as a control advisor or in a comparable role
• Minimum 3 years of work experience with municipal finance and the BBV
• Minimum 2 years of work experience with P&C products within a municipality
• Experience in advising and communicating with the executive board and/or administration
• Strong analytical skills and administrative sensitivity
