Project overview

Assignment Description

The Content & Communication assignment focuses on strengthening communication, information provision, and adoption around Peppol in the Netherlands. This requires specific knowledge and experience of Peppol, the Dutch Peppol system, and the role and responsibilities of the NPa. The contractor will translate complex substantive and technical developments into clear and targeted communication for various target groups and contribute to the further awareness and adoption of Peppol.

Demonstrable knowledge and experience with Peppol and communication within a complex public environment are required for the execution of the assignment. Knowledge of SAFe/Agile is a pré.

Background of the assignment

The Dutch Peppol Authority has a supervisory role regarding the Peppol network in the Netherlands. Additionally, we promote the use of Peppol from the perspective that document exchange (e.g., for e-invoicing and e-procurement) via Peppol guarantees secure exchange of business documents. The potential for savings for the entire Dutch market is also a driver for carrying out adoption activities. Optimizing information transfer to our users is an essential part of supervision and adoption.

We achieve this through strong collaboration with various sectors and communities, supported by our expertise in communication, digital service provision, and data management. We are continuously improving information provision by actively engaging in dialogue with our stakeholders and by responding to changes in regulations and current information needs.

Your goal is twofold: to conduct communication from its supervisory role and to achieve adoption and improve our external communication through clear, targeted communication strategies. You are responsible for creating and expanding sector and end-user communities, further developing and implementing a Peppol adoption plan, and conducting interviews with key stakeholders.

Furthermore, you are co-responsible for developing a communication strategy with measurable goals and KPIs, for maintaining the websites (peppolautoriteit.nl and peppol.nl), including content and search engine optimization, and for managing communication on social media.

Requirements

Only submit Dutch-language CVs with a maximum of 5 pages. You have a WO (university level) working and thinking level. You have a relevant education in communication or marketing. You have in-depth knowledge of SEO. Extensive experience with applying and facilitating Agile/Scrum within teams. You are familiar with Peppol and its benefits for various stakeholders.

Competencies

You do not have a 9-to-5 mentality; you are proactive and results-oriented. You have a relevant education in communication or marketing. You are skilled at translating complex information into clear, engaging, and findable content for various channels. You master both Dutch and English excellently and have strong editorial skills. You have a proactive attitude and are capable of working independently and as part of a team. You are customer-oriented, advise with ease, and are capable of communicating in a target-group-oriented manner.

You are resourceful, see opportunities and possibilities, and can convert them into concrete actions and results. You have good organizational skills and work in a structured and goal-oriented manner.

Additional Information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities for this), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.

Please note that the costs for this statement are at your own expense.
