Job description
Seeking an advisor with expertise in business processes, change management, and information management to contribute to the SVB Open op Orde program. The role involves implementing process and data ownership roles to improve governance and data management.
Project overview
Three reasons why this is your assignment
Do you want to contribute to good governance of processes and information, do you have knowledge of the laws and regulations surrounding government information, and are you able to bring about organizational change?
As an executive organization, the SVB is continuously connected with citizens for whom the SVB provides daily security. The SVB believes that openness about how the SVB performs its core tasks is essential in this connection. Citizens can count on us when they have questions. The trust of society in the government is strengthened. Our established partners and clients are happy to meet us. The SVB confirms its ambitions as an executor, connector, and closed.
The SVB Open op Orde Program works on bringing the information and data management into order. This allows us to be open and transparent about laws and regulations, make information easier to access, save time, and perform our work with more certainty.
The client of the program is the management team of the SVB; the director of business operations is the delegated client. A steering committee, in which all directorates are represented, supports the program.
An important step towards 'in order' is assigning ownership of business processes, information, and data. The SVB organizes this using the Project Implementation of Process and Data Ownership. This project also contributes to the SVB's intention to work more data-driven.
For this project, we are looking for an advisor with knowledge and experience in the field of business processes, change management, and information management. You will be part of the project team, which includes a project manager, a process specialist, a process modeler/data modeler, and a data-driven work specialist.
During the implementation of the role of Process and Data Owner (P-GO), process and data owners per directorate will be appointed by the director. Subsequently, in collaboration with the P-GO, a number of products will be delivered per business process that help the P-GO in carrying out their responsibilities: Process model; Data model/data flow; Internal data delivery agreement (optional and as an example); Backlog of products yet to be realized for the business process.
In addition, based on the business transformation plans and in collaboration with the service center data, a KPI will be realized with the P-GO that supports the comparable transformation.
Responsibilities
As an advisor, you will enthusiastically contribute to the implementation of the 7 meaningful responsibilities of the P-GO. To this end, you will organize and facilitate the change that this implementation entails for:
the steering layer: the management team and the directorates' management teams;
the operational layer: the process and data owners and their teams;
the main categories requiring specific professional support for process and data owners (e.g., privacy, information management, etc.);
the collaboration with the service center data that delivers the KPI results.
You will also support the project manager, including in identifying complications and refining the approach.
Activities
You will organize and facilitate meetings, training sessions, and workshops during the implementations. The meetings will cover:
the structure and organization of business processes and the analysis of associated information and data;
the explanation of the responsibilities of the P-GO and the division of associated tasks in collaboration with other services and officials;
the collaboration of the P-GO with distributed parties, including the data from the service center.
You will deliver products that support the implementation. An important product to be delivered is, for example, the product catalog for the P-GO and the backlogs.
You will facilitate the growing P-GO community with knowledge and experiences that are known. You will keep track of the systematic components related to the implementations and inform them of the progress. You will also support the collaboration with the service center data during the implementations to stimulate data-driven working.
Who you are
You have a university (WO) work and thinking level and extensive experience (> 7 years) with advisory projects in public organizations, among others;
You are analytical and make connections easily; you have demonstrable experience in process management, analysis, and problem-solving;
You possess a Lean Green Belt certificate;
You have demonstrable knowledge of and experience with laws and regulations regarding government information and are able to convey this to the P-GO (and the organization);
You are able to empathize with the situation/role of a P-GO and anticipate it;
You collaborate easily in an environment where you can interact with multiple stakeholders;
You have a facilitating and coaching attitude, you are critical, and you always look for resources that improve you and the team;
You contribute to communication about this project and can collaborate quickly and creatively;
You contribute to team spirit;
In addition, you are:
representative, communicative, results-oriented, good at teamwork, persuasive, able to plan and organize, and flexible.
Deployment: From now on, for 1 year with the option to extend, for at least 24 hours per week.
-When offering a candidate for the above request, a sub-lending arrangement is not permitted. The candidate must be employed by your organization. If there is an extra link in the chain, we will not consider your offer and will reject it immediately.
-A valid VOG (Certificate of Conduct) is required for deployment; starting earlier is not possible.
Additional information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as the contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).
The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We design these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited, and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.
If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances. Well, the costs for this statement are for your own account.
